The Cambodia Development Resource Institute (CDRI) seeks to recruit a
team of consultants to carry out an end-term evaluation of Sida support
to CDRI. This review aims to inform a proposed next phase of Sida
support to CDRI from January 2024 onward. It also assesses CDRI's
effectiveness and achieving results in relation to the identified
strategic goals and research themes in the current CDRI-Sida Partnership
Document July 1st 2021-December 31st, 2023.
Duties and Responsibilities of Consultant Team
- Assess CDRI vis-Ã -vis the changing environment, including assessing CDRI independent competitors as well as CDRI policy stakeholders (government institutions);
- Assess internal capacity, working environment, incentive, and institutional governance to adapt and strive in the new environment;
- Assess the current situation regarding the sustainability and options for ensuring sustainable capacity and financial sustainability for CDRI, in particular in light of the changing environment facing CDRI;
- Assess to what extent CDRI at the end of 2023 has achieved the intended results in the CDRI-Sida Partnership Document July 1st, 2021-December 31st, 2023; to what extent planned activities have been implemented and to what time these contribute to stated objectives qualitatively and quantitatively in the Strategic Plan 2021-2026; and if the current choices of approaches and activities are strategic and relevant for the achievement of the objectives.
- Assess how policy influence pathways of research are tracked. Recommend measurement indicators and procedures to improve the tracking of the policy influence of CDRI’s research; • Assess how gender equality and other cross-cutting issues (Sida's five perspectives) have been addressed in CDRI research and organisation;
- Assess how CDRI contributes to developing research knowledge that contributes to the discussion on the 2030 Agenda and the Sustainable Development Goals in Cambodia; •Assess CDRI's position and contribution to regional and international network and policy development discourse;
- Make recommendations regarding priority actions for the next phase of Sida support to CDRI and implement the remaining CDRI's Strategic Plan 2021-2025.
Required Skills and Experiences of the Consultant Team
The team shall have one international team leader and two to three Cambodian/international members. The international team leader shall have the following qualities:
- At least 15-20 years of experience in evaluating development cooperation projects with international donors, including at least five years of experience as a team leader.
- Documented experience working on gender equality and other cross-cutting issues such as a human rights-based approach, environmental integration, poverty perspective, and conflict perspective;
- At least five years of a solid understanding of sustainable development Agenda 2030.
The team members, in particular national team members, shall have the following qualities:
- Good knowledge and understanding of the evolving political economy and development research environment in Cambodia and this region;
- Experience in conducting reviews, monitoring, and evaluation of research programmes and projects;
- Reliability and timeliness in keeping deadlines and delivering high-quality analysis;
- Excellent English writing skills.
