SNV has worked to support the growth and development of Cambodia and its people since 2005. In lowering barriers to social development and promoting local ownership, we are a trusted advisor and on-the-ground implementer. Using market-based approaches, we emphasise environmental sustainability and inclusive development, especially for women and marginalised communities. Our work in Cambodia spans the water, energy and agri-food sectors – and we’re particularly proud of the work we’ve done to ensure our work is aligned with the country’s national development priorities and strategies. We collaborate closely with the royal government, civil society, and private sector. Our multi-national team of experts works from our national office in Phnom Penh.
To support this, we are looking for eligible, talented, experienced, qualified individual (not company) expert consultants to pre-qualify and join our talent roster, for both long-term and short-term opportunities. The main objective of this process is to pre-qualify consultants to supply and deliver services as and when required. The pre-qualification process will conclude in a framework consultancy agreement. The framework agreement provides a framework under which SNV may then issue assignments with specific terms of reference (TORs). Assignments will be contingent on donor funding.
As part of the framework agreement the consultant will be asked about any conflict of interest and will also complete a short basic due diligence questionnaire. Prospective consultants must have carried out successful supply and delivery of similar technical assignments to institutions of similar size and complexity as SNV. Letters of reference from past customers may be requested.
Job Description
Social and Behavior Change Communications is an interactive process of any intervention with individuals, groups or community to develop strategies to promote particular behavior(s) which are appropriate to their settings. This in turn provides a supportive environment which will enable people to initiate, sustain and maintain positive and desirable behavior outcomes.
SBCC is the strategic use of a series of communication interventions to promote outcomes, based on proven theories and models of behavior change. SBCC employs a systematic process beginning with formative research and behavior analysis, followed by communication planning, implementation, and monitoring and evaluation. Audiences are carefully segmented, messages and materials are pre-tested, and mass media, interpersonal channels, and community mobilisation are used to achieve defined behavioral objectives.
The SBCC Consultant supports the team in developing and, as appropriate, delivering community-based trainings, including carrying out formative research, communication planning, testing and implementation, and monitoring and evaluation.
Qualifications
- Minimum qualifications of a Bachelor’s degree in Social Research, Gender, Social Psychology, Marketing, Communications, or related fields. Post graduate qualifications will be an advantage.
- At least 5 years’ experience in SBCC development in an international development context, including monitoring and interpreting data for reporting. Working on international funded projects in Cambodia will be an advantage.
- Demonstrated initiative and ability to think outside the box in dealing with multiple tasks, demanding deadlines and with little supervision and demonstrate excellent understanding and appreciation of environmental ethics, values, and priorities within the workplace.
- Fluency in English and Khmer, with excellent written and oral communication skills
- Work experience in a multidisciplinary and multicultural team
- Teamwork, good coordination, and communication
- Alignment and motivation associated with SNV’s vision and mission.
