  1. Organization Context

ChildFund Cambodia is the representative office of ChildFund Australia – an independent international development organisation that works to reduce poverty for children in developing communities.

ChildFund Australia is a member of the ChildFund Alliance – a global network of 12 organisations which assists almost 23 million children and their families in 70 countries. ChildFund Australia is a registered charity, a member of the Australian Council for International Development, and fully accredited by the Department of Foreign Affairs and Trade which manages the Australian Government’s overseas aid program.

ChildFund began working in Cambodia in 2007 and works in partnership to create community and systems change which enables children and young people in vulnerable situations, to assert and realise their rights.

Projects are implemented in the rural districts of Kratie, Prey Veng, Battambang, Kandal and PNP provinces, focused on improving living standards for excluded or marginalised communities.

ChildFund Cambodia focuses on child protection and resilience, quality education, disaster risk reduction and climate change adaptation, improved local governance, water and sanitation, and youth empowerment. ChildFund Cambodia is working to strengthen the government’s policy frameworks to improve early grade reading performance through technology interventions and build community-based child protection mechanisms.

ChildFund Cambodia implements its programs in collaboration with local civil society organisations, and in partnership with the relevant ministries and government departments.

  1. Project Background

Ministry of Education, Youth and Sport (MoEYS)’s Education Strategic Development Plan (2019-2023) stated clearly about its intention to equip students with knowledge and skills on ICT to transition into 21st century employment. Nonetheless, in practice, MoEYS is still far more from reaching its goal and demands a lot of external supports. In addition, since 2005, MoEYS has introduced Policy and Strategy on ICT in education in Cambodia which aiming to make ICT infrastructure available and accessible by students. As result of Department of IT investment on infrastructure 17% has been allocated to the upper secondary education, 5% on lower secondary school and less than 1% on primary schools. Children do not have access to resources on technology to engage in learning of technical skills (digital literacy and ICT skills. The overall upshot of low NRI levels is that only about 30% of Cambodians are thought to have basic digital literacy skills including the ability to use social media. Even among the population that one would think have the most advanced ICT skills, i.e., university students, it has been reported that only about 28% of students enrolled at higher education institutions reported the daily use of computers for their studies.

MOEYS strategies are aligned with SDG 4: Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all. This project will contribute to the achievement of this, by providing a foundation to lifelong learning opportunities through improved digital literacy as well as critical, creative and collaborative thinking skills. Specifically, this project will support the achievement of target 4.4 Increase the number of people with relevant skills for financial success by focusing on technical (Digital Literacy and computer science skills) as well as placing emphasis on the development of high-level cognitive and non-cognitive transferable skills such as problem solving, critical, analytical and creative thinking.

The project will also support sub-goal target 4.5, by addressing barriers for vulnerable groups to access digital learning. The vulnerable students including students with disability have will access to inclusive digital learning environments and pedagogy. The project will utilize implementation means 4A build and upgrade inclusive and safe schools model – through the development of world class computer labs, and 4C approach by providing teacher training in digital literacy.

The Goal of the project: Children and youth have the necessary 21st century competencies, including digital literacy and financial literacy, to grow up as talented global citizens.

Outcome 1: Target schools demonstrate well-functioning digital learning spaces with strengthened governance for school management of digital learning in safe and inclusive environments.

Outcome 2: Children in target schools achieve 21st century competencies; for life-long learning

Outcome 3: Increased public awareness on digital literacy at community and national level3. Purpose

  1. Objectives

The objective of this Terms of Reference is to contract the service of a Communication/Public Relations Company for Digital project implemented by ChildFund Cambodia in Phnom Penh, Kandal, and Kampong Thom Province.

Specifically, the contractor will:

Design and implement a communication/public relations strategic plan in order to positively highlight project results and impacts over the course of the project’s three-year life cycle and to support project activities in promoting awareness or advocacy, in order to raise profile of the organization, including donors of the project, among the Cambodian public, especially relevant Cambodian audiences

  1. Contract Period

According to selection process and project cycle, the contract period of communication/PR company would be AUG.2023-MAR.2026.

 

  1. Budget

70,000* USD (Seventy thousand USD only) for 2.5 years

*The cost will be paid on yearly contract basis.

  1. Target audiences

Target audiences for this work will include:

  • Government Sectors;
  • Private Sectors;
  • Civil Society Organisations;
  • Wider public including participants;
  • Focus: Participants-children/youth (grade 4-12)
  • Focus: target areas community people, and the Cambodia public and wider regional audience
  • The International, regional and local Media

 

  1. Completion Criteria/Deliverable

The Communication/Public Relations Company will work closely with Project manager, The project implementation team, Communications Specialist, participants and donors.

  1. a) Design and present a strategy for implementing digital education and online safety campaigns that increase awareness of the goal and achievements of the project and its beneficiaries. They need to be well targeted, structured and effective taking into account donor communication and branding requirement. They should also showcase gender related considerations and disabled children requirements incorporated in the programme.

The strategy should include:

  • Assisting Project Team in developing appropriate branded public information documentations and events; online safety events and ICT competition at school/district level, newsletters and brochures supporting the project activities
  • Designing, developing and disseminating all outreach materials; media, website, social media platforms, photo essays, billboards, video and audio components for broadcast, print media, etc.
  • Organizing and coordinating press events for the project, such as launching ceremony, and completion of projects. Following up with media to ensure coverage of public events.
  • Maintaining a calendar of project events in close coordination with the Project Team and our implementing partners.
  • Travelling to the field to get to know projects and capture success stories for dissemination through website, reports and to media.
  1. b) Produce two (2) reports highlighting program developments, achievements and success stories.
  2. c) Provide feedback to inform ongoing public relations activities.

9. Management and Reporting Arrangements

The Consultant will report to Mr. Khun Pisey, Communications Specialist. All documents must be written in English and provided in an electronic format (Microsoft Word).

10. Confidentiality

All discussions and documents relating to this ToR will be treated as confidential by the parties.

 

11. Child Safeguarding

The company will undertake the Services to a high standard; use its best endeavors to promote the best interests of ChildFund; protect the reputation of ChildFund and work in a manner consistent with the mission, vision and policies of ChildFund (see Child Safeguarding Policy/Child Safeguarding Code of Conduct PSEAH policy and Employee Code of Conduct). ChildFund Australia has a zero-tolerance policy to abuse, exploitation and harassment in all its forms.

 

12. Counter-Terrorism and Anti-Money Laundering

ChildFund Australia acknowledges its obligation under the Australian laws relating to counter-terrorism and anti-money laundering.  In order to meet its obligation, the consultant is obligated to provide information required for ChildFund to undertake counter terrorism screening before engagement.  The consultant’s name, date & place of birth and ID number will be checked against Department of Foreign Affairs and Trade (DFAT) consolidated list, National Security Australia list, World Banks listing and the Asian Development bank listing to ensure not engage with entities or individuals appearing on the lists.

 

13. Conflict of Interest

The company must declare any financial, personal, family (or close intimate relationship) interest in matters of official business which may impact on the work of ChildFund.

 

14. Fraud and Corruption prevention and awareness

ChildFund Australia has a zero approach to fraud and corruption act. The successful company will be required to comply with ChildFund Australia’s fraud and corruption prevention and awareness Policy and act against any form of fraud or corruption and not offer, promise, give or accept any bribes.

 

15. Insurance

The successful applicant will be required to have in place insurance arrangements appropriate to provision of the requirement in this TOR including (without limitation) travel insurance.

 

16. Acknowledgment and Disclaimer

ChildFund, its Board and staff make no express or implied representation or warranty as to the currency, reliability or completeness of the information contained in this ToR. Nothing in this ToR should be construed to give rise to any contractual obligations or rights, expressed or implied, by the issue of this ToR or the submission of Expression of Interest in response to it.  No contract would be created until a formal written contract is executed between ChildFund and a selected company.

 

  1. Selection Criteria for Consultant
  • Qualified staff at bachelors or master’s degree level in the field of public relations, journalism or marketing
  • A minimum 5 years of professional experience in communications, public relations, journalism, marketing or a related field
  • Capability and proven experience in crafting and implementing public relations strategies
  • Capability and proven experience in crafting messages and products in various contents (press releases, website, success stories, audio, video, blog entries, Facebook, etc.) targeting a variety of audiences
  • Ability and proven experience in multi-tasking, in taking initiative and working effectively under pressure
  • Familiarity with branding compliance
  • Excellent written, oral and interpersonal skills
  • Familiarity with social media platforms is preferred
  • Experiences with NGO is preferred

 

The Communication/Public Relations company is expected to be available throughout the duration of the project to produce and make available the various deliverables as per established 3 years’ commination/public relations strategy
