Job description
The Civil Peace Service (CPS) is a global program working on the prevention of violence and peacebuilding in crisis and conflict regions. The CPS program "Justice and reconciliation in the aftermath of the Khmer Rouge Tribunal" located in Cambodia, aims to strengthen healthy forms of remembering the Khmer Rouge past, and to foster national reconciliation in the context of the Extraordinary Chambers in the Courts of Cambodia (ECCC). Against the backdrop of a unique international criminal justice process, the CPS program in Cambodia addresses the legacy of the ECCC - a hybrid court in a residual phase after the closure of its judicial functions in 2022.The CPS advisor will support the ECCC and related key institutions in the planning and implementation of victim and outreach related activities in the context of the residual phase. This includes amongst others, initiatives to recognize the victims’ suffering, reconciliation, dissemination of information and knowledge, remembrance of Cambodia’s violent past as well as the support in the set-up of a victim foundation/ association.

Your tasks
- Assistance concerning the conceptualisation and implementation of activities and initiatives within the scope and mandate of the residual phase, with a focus on survivors and youth
- Advise the partner organisation(s) in the planning and implementation of beneficiary and student-centred outreach activities on the Khmer Rouge Regime and the legacy of the ECCC
- General advisory support in matters of programming and project cycle management, capacity development and public relations/ networking
- Support the reappraisal, formulation and documentation of learning experiences and best practices from the program and its partner organisations related to the ECCC for different actors and target groups
Your profile
- Masters in Peace and Conflict Studies, Human Rights, International Relations, Social Sciences, Education, or any other relevant field
- Specialist knowledge and experience in the field of Transitional Justice or similar processes with a focus on youth initiatives, outreach and victim centered processes
- Experience working with transitional justice institutions and their different strategic multi-level partners
- Experience in Project Management; including administration, budgeting, monitoring, and reporting
- Many years of practical peace work in post-conflict/conflict setting, in Southeast Asia is an asset
- High level of communication and facilitation skills as well as experience in multi-actor partnerships
- Regional knowledge and high intercultural competence, respect, empathy, and experience in working in a resource limited/dormant environment
- Creativity, and the ability to adapt to a very dynamic working environment with a high level of patience with the ability in self-organization, structured and strategic thinking
