Position Purpose:
The Agriculture Technical Specialist will provide agriculture technical support to the project, working with Project Coordinators, Market Facilitators, READA and private sectors providing technical support for project implementation, monitoring and evaluation. This position will also provide strategic technical support to participating households of the project. This person will coordinate, facilitate, or replicate relevant technical training and capacity building for project staff in alignment with what is needed to ensure quality implementation of the project and impact for the participating households in the target districts. S/he will provide coaching and mentoring to project staff and will also build effective partnerships with agriculture stakeholders, networks, and coalitions at the provincial and district levels
Major Responsibilities:
- Quality control of READA’s activities
- In partnership with key stakeholders including PDAFF and READA, develop the agriculture strategy and technical training that helps to increase the agriculture production of targeted farmers
- Build strong network with private sectors/companies/government departments to get their training services for farmers
- Work with external stakeholders and professional bodies to provide simplified training and coaching materials for easier application for participating households and improve agriculture productivity toward standard and market demand
- Take the lead and provide on-going technical support and capacity building and coaching to project team (PCs) and partners to deliver good quality of extension services
- Support and monitor day-to-day implementation of the agriculture activities to ensure the project’s goal and targets are attained
- Provide technical support to the project in design, monitoring and evaluation
- Represent the project to attend agriculture meetings or forums that organized at district, and provincial levels
- Actively participate in the preparation, conduct and supervision of monitoring and evaluation activities and need assessment surveys within the implementation areas.
- Monitor project progress, produce informative reports (technical training report, field monitoring report, and periodic progress report on project activities) and take immediate actions when required to make sure project is operated smoothly according to plan
- Represent the project as needed in provincial or district level agricultural networks and coalitions to promote evidence-based of horticulture production and market, ensure local level advocacy actions influence the appropriate decision-making channels
Knowledge and Qualifications:
- At least 3 years work experiences in agriculture, agro-business development, livelihood, economic development, rural development or any relevant fields
- Bachelor Degree in Agriculture, Agronomy, Rural Development or Economic Development or any relevant fields
- Experiences in coordination and facilitation on technical training of agriculture, livelihood or income generation to communities
- Demonstrated experience in relationship development, supporting/empowering and/or coaching others and networking
- Demonstrated experience in increasing transitioning smallholder farmers from subsistence to larger-scale commercial production
- Demonstrated experience in contract farming arrangements
- Demonstrated experience in development, community empowerment, working with community-based organizations including Agricultural Cooperative (AC)
- Knowledge in project and program design, implementation, monitoring, evaluation, and report writing
- Knowledge of capacity building and facilitation skills
- Knowledge in community mobilization techniques is an advantage
- Good analytical/problem solving skills and details orientation
- Exhibits gentleness, humbleness, and patience
- Competent in verbal and written English communication
- Computer literate; Microsoft Word, Excel, Power Point, Internet and Email
