Location: Pailin/Battambang Operations Office
Schedule: Full-Time
Salary: 828-957 USD
This position is to provide financial management, donor compliance, internal administrative procedure and control, procurement and financial monitoring to the project team, that ensure smooth and effective implementation of the project. The role will also provide financial management and capacity building on internal control, financial report, monitoring to Village Development Committee (VDC) on Open-Call projects at the village level.
Major Responsibilities:
- Participate in the preparation of internal budget plans and any reformulated budgets as requested by WVI and donor.
- Support the Field Managers in annual budget preparing process, and budget revision to ensure the correct timeline, approved budget amount, coding and support project team to monitor to spend as planned.
- Oversee and manage the financial operations in the project, and ensure the efficiency, effectiveness, and compliance to the financial policies and standards of the organization and donor.
- Provide training and refresher on financial guideline to all project staff to ensure financial compliance.
- Process and review all financial vouchers from project staffs to ensure that the coding is correct and back up with sufficient supporting documents and to comply with WVI and donor’s policies.
- Prepare monthly project cash requests with compare the cash need with budget and take immediate action on significant cash balance during the month
- Prepare accurate and timely financial report of the project and submit to project management (Field Managers and Grant Technical Team Leader).
- Establish internal control system and financial risk management and to intervene for all significant financial risks arising in the project.
- Manage Financial Partnering process with Village Development Committee (VDC) for Open Call (village projects).
- Provide capacity building and financial recommendations to the VDC including monitoring their relevant financial activities.
- Support on procurement and administrative to the project throughout the project including procuring the productive assets, office management, fixed asset and inventories, etc.
- Ensure the project is maintaining audit compliance.
- Managing staff including Admin and Finance Assistant and Drivers.
Knowledge and Qualifications
- At least 3 years’ experience working in similar roles of core financial management and administration with NGOs/INGOs.
- At least 2 years’ experience working in directly managing and handling Grants budget, and handling with local NGO partners
- Bachelor Degree in accounting management, financial and banking management or any relevant degrees.
- Financial monitoring skills.
- Liaison/ Communication skills.
- Knowledge of facilitation and training.
- Knowledge of financial management and internal controls
- Competent in verbal and written English communication.
- Strong computer literacy skills including MS Office; e-mail and internet.
- Analytical/problem solving skills and details orientation skills.
