CARE has been working with Cambodians since 1973, with an office in Phnom Penh since 1991. Today, CARE focuses on empowering particularly marginalised and vulnerable women in Cambodia, including urban women who are marginalised by occupation, rural women who are denied multiple rights, and women and girls from ethnic minorities. Each year, CARE Cambodia implements around 20 projects, reaching approximately 250,000 direct participants and about 500,000 people are reached indirectly.


PURPOSE OF THE POSITION


The Technical Advisor-Gender (TA-G) is responsible to lead CARE Cambodia’s work to promote gender equality and women’s empowerment institutionally, programmatically, through advocacy efforts and raising visibility with staff and partners. The role provides technical and strategic guidance for program development and implementation, contributes to quality assurance and provides gender transformative approaches in projects and programs. The TA-G supports partners and other external stakeholders to build their capacity to promote gender equality and women’s empowerment.


The role of the TA-G is a member of the Senior Management Team (SMT) and the Emergency Response Team (ERT) (TBC)

The position is the Ministry Focal Person for the Ministry of Women’s Affairs.

The position is a member of the Resource Mobilisation Working Group (TBC).


This position is based in Phnom Penh with regular travel to other sites and Field Offices as required.

ROLES AND RESPONSIBILITES:


As the Technical Advisor – Gender, you will be responsible for leading CARE Cambodia’s work to promote gender equality and women’s empowerment institutionally, programmatically, and through advocacy and visibility efforts. CARE is committed to ensuring and improving gender integration within all its programs. You will provide technical and strategic guidance for projects and programs throughout their lifecycles, from development to implementation and quality assurance.

To excel at this technical advisory role, it is expected that you will have proven experience in mainstreaming gender within programs, applying gender transformative approaches and ensuring the compliance of program activities. Your prior experience leading the development and review of program design and implementation from a gender perspective will be invaluable when working collaboratively with program staff and technical specialists to assess the integration of gender within programs, identify gaps and learnings and provide technical guidance on approaches to improve gender integration.

Your up-to-date knowledge of key trends and best practices related to gender priorities will help improve the impact of CARE’s projects, as will your skills in identifying and developing strategic partnerships and maintaining strong working relationships with a range of stakeholders. You have demonstrated experience in providing technical support in monitoring, evaluation and learning methodology for gender projects and programs, including in building evidence of effective gender approaches and engaging in national dialogues. Your exceptional communication and interpersonal skills will assist you to support internal and external stakeholders in building their capacity in gender equality and women’s empowerment, including by working with staff to identify training needs and priorities. You will lead collaboration across the organisation to promote organisational cohesion, learning and information sharing on gender-related topics.



EXPERIENCE AND QUALIFICATIONS

  • Minimum Master Degree in Gender Studies or Community/International Development or equivalent and/or minimum 8 year relevant work experience in program implementation and quality assurance preferably with an International Non-Government Organisation (INGO);

  • Proven experience in analysing gender sensitive socio-economic situation to inform program development, planning, communication and advocacy;

  • Proven experience in the design and development of gender interventions into program strategies;

  • Proven experience to lead a single technical complex program with minimal supervision;

  • Demonstrated leadership skills, the ability to manage performance, and to coach and motivate a large and diverse team;

  • Demonstrated ability to manage and support numerous stakeholders with experience in capacity building of staff and local partners;

  • Demonstrated experience in effectively leading, people management and motivating a team;

  • Demonstrated high level organisational and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment;

  • Demonstrated critical and analytical thinking, problem solving, decision making and influencing skills;

  • Demonstrated honesty, maintaining confidentiality, reliable and integrity;

  • Excellent communication and interpersonal skills, including excellent written and spoken English; and

  • Excellent in Microsoft Office with knowledge in Microsoft Word and Excel and intermediate numeric skills.
