RECOFTC is inviting applications for the position of Project Manager for the project “Addressing gender-based violence barriers to women’s participation in community protected area management in Cambodia”. The successful applicant will be based in Phnom Penh, Cambodia. The contract’s duration is for 18 months. The position is for Cambodian nationals only.

About the project:
“Addressing gender-based violence barriers to women’s participation in community protected area management in Cambodia” is funded by the United States Agency for International Development (USAID) under the Resilient, Inclusive and Sustainable Environments (RISE) grant challenge and managed by International Union for Conservation of Nature (IUCN). The project aims to reduce gender-based violence to enable women’s participation and leadership in community forestry areas. The implementing partners will work to change attitudes, social norms and behaviour at individual, interpersonal and community levels employing networks to empower women and men to prevent gender-based violence. RECOFTC is implementing the project in Cambodia from January 2023 to December 2024, specifically in Kampong Chhnang and Pursat provinces, in partnership with the non-profit organization Gender and Development for Cambodia.

Specific tasks and duties
The Project Manager is a member of the RECOFTC Cambodia team and works under the supervision of the RECOFTC Cambodia Director and with technical oversight from the Senior Program Officer for Social Inclusion and Gender Equality based at RECOFTC Main Office in Bangkok, Thailand.

Specific duties and responsibilities include:

  • Project management and financial management
  • Provide leadership and oversight to implement the project work plan based on the activities, budget, and technical objectives approved by the donor
  • Manage the project on a day-to-day basis and understand and apply
  • RECOFTC’s standard project management systems and practices.
  • Maintain a thorough understanding of the project agreement and monitor compliance in coordination with relevant staff.
  • Review technical and financial performance against established work plans
  • and budgets monthly and adjust the work plan and budget as needed with relevant RECOFTC staff to ensure timely delivery of agreed project objectives.
  • Secure the services of and work with individual consultants as and when needed to support the project delivery, design and implementation of capacity building activities that are led by RECOFTC
  • Lead the design and conduct gender analysis, baseline and endline
  • assessments, capacity building, and behaviour change campaigns in collaboration with the partner organization
  • Implement project level safeguard and grievance response mechanisms and coordinate to resolve any issues
  • Ensure project synergies and alignment within RECOFTC’s program and
  • projects and initiatives in preventing gender-based violence and promoting gender equality.


Subgrant management

  • Lead coordination with the partner to implement their scope of work as agreed upon in the subgrant agreement
  • Conduct regular meetings with the partner to ensure clear communication
  • Review technical and financial reports from the partner, and in turn compile these with RECOFTC’s reports to submit to the donor
  • Review the partner’s budget and workplan monthly to confirm project activities
  • are progress as planned, and work with the partner to adjust as needed


Monitoring, learning, communication and reporting

  • Implement the project monitoring, evaluation and learning plan in collaboration with the Monitoring, Evaluation and Learning team based at RECOFTC Main Office in Bangkok to ensure required data is collected, analyzed, and contributes to RECOFTC annual reports
  • Document project progress and impact and compile relevant information to
  • report the project's progress to donors
  • Develop knowledge products in collaboration with the communication officer at RECOFTC Cambodia and Knowledge Management and Strategic Communications team based at the RECOFTC Main Office in Bangkok
  • Conduct regular monitoring visits to the field
  • Prepare progress reports, annual reports, and financial reports of the project with inputs from relevant RECOFTC staff and partner organization


Coordination

  • Liaise with the government partners at the provincial, district, and local community level as well as other relevant stakeholders to implement project activities
  • Lead project level cross-sector collaboration meetings, and activities to
  • facilitate and increase awareness of gender-based violence and environment linkages Represent RECOFTC and the project in liaison with the partner organization and other relevant external stakeholders and at relevant events, in the country
  • Ensure clear communication and responses to the donor as the main point of contact for the project


Other

  • Ensure project implementation and administration strictly follows donor requirements
  • Supervise the work of project team members and consultants contributing to the project
  • Perform other tasks as assigned by RECOFTC Cambodia Director


Qualifications and experience
The project Manager will have the following qualifications and experience:

Essential

  • Bachelor’s degree in forestry, ecology, conservation, gender studies, social sciences, human rights, international development or related fields
  • At least eight years of experience in project management particularly with
  • promoting and mainstreaming gender equality principles into program or projects
  • Knowledge and experience in project management, in addition to strong organizational and administrative skills
  • Knowledge and experience in training and facilitation skills and in providing
  • capacity building to local communities and Indigenous Peoples using participatory approaches, adult learning methods, behaviour change approaches
  • Work independently with minimum supervision, able to take on and solve problems quickly and efficiently
  • Strong knowledge of written and spoken Khmer and English
  • Proven ability to write in a clear and concise manner
  • Proficient use of software such as MS Office tools Excel, Word, PowerPoint and Outlook
  • Cambodian national


Desirable

  • Master’s degree in forestry, ecology, conservation, gender studies, social sciences, human rights or international development.
  • Experience working with United States government funded projects
  • Experience in coordinating and liaising with partners and government agencies
  • Experience in gender-based violence programming
  • Experience in designing and implementing behavior change campaigns
  • Familiarity with gender-based violence contexts and mechanisms in Cambodia
  • Familiarity with monitoring, evaluation and learning systems and principles
  • Familiarity with engagement, knowledge management and communication concepts, processes and technologies
