Organizational Setting
The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
The project GCP/GLO/080/ROK Fisheries
Co-management Capacity Development for Blue Communities: Sustainable
Fisheries and Diverse Livelihoods (hereafter referred to as Smart
Fisheries Co-Management [SFC] project) is one of the three projects
under the Korea/FAO Sustainable and Innovative Fisheries and Aquaculture
Program (KOFAP). Its expected impact is to see fisheries co-management
systems and diverse livelihoods contribute to achieving economic,
environmental and social sustainability of fishing communities in
selected countries, including Cambodia. The SFC project focuses on
capacity development for government authorities and fishing communities
in the design and implementation of contextualized fisheries
co-management systems at national and local level and on the development
of sustainable livelihoods.
Reporting Lines
Under the overall supervision of the FAO Representative in Cambodia,
the incumbent will report to the NFIAN senior fishery officer and SFC
project lead technical officer and work under the direct supervision of
the SFC project technical officer. He/she will collaborate closely with
the FAO SFC project team (NFIAN) and work closely with other FAO and
partner staff and consultants, as required.
Technical Focus
The Project Assistant will ensure effective operations and implementation of projects. He/ she will ensure quality and consistency of the flow of administrative, financial and operational work and information.
Tasks and responsibilities
The Project Assistant will carry out the following tasks in support of the objectives of SFC project:

Assist in preparing local travel authorizations and initiating these
in the system, and monitoring submission of mission travel claims;
• Assist in reviewing cash advance requests, cash advance clearances, and processing payment requests for invoices;
• Assist in arranging hotel accommodations and flight bookings for visitors and consultants;
• Assist in maintaining filing system and ensure filing of documents and correspondence in accordance with FAO procedures;
•
Assist in monitoring project activities to ensure they are in line
with the projects work plan, timelines and logical framework indicators;
• Assist in reviewing and following-up on project closure such as financial closure and operations closure, if required;
• Assist in the identification of suppliers and maintaining list of suppliers, if required;
• Assist in keeping an updated record of inventory of supplies and materials and preparing assets transfer under the project;
• Assist to ensure that equipment is properly labelled and documented according to status and ownership;
• Assist in preparing and monitoring contracts and budget, including Field Budget Authorizations (FBAs);
• Perform other related duties.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Bachelor/Master degree in business administration or related fields
• Five years of relevant experience in project/programme management; administration, finance and operations
• Fluent in Khmer
• Working knowledge of English
