Role: Program Coordinator
Reports to: Head of Program
Job Location/ Duty Station: Phnom Penh, Cambodia
Line Management Responsibility: N/A
Contract Duration: Short-Term contract of 6 months with possible extension
Summary:
The Program Coordinator will support partners in the acquisition and implementation of DANIDA and institutionally funded contracts through monitoring, mentoring, quality assurance, and support of project deliverables, as well as being an active and contributing member of the DCA programme team, inclusive of key participation in working groups as well as contributing to DCA global reporting and strategic processes. This role is also a programmatic focal point for thematic topics related to human rights, media, access to information, and as such, is expected to support ad hoc implementation as well as key strategic inputs as relevant and required.
Regardless of the content of this job description the employee is expected to participate in any task necessary for the organization delegated by the manager at all times..
Responsibilities:
- To support partners in the acquisition and implementation of DANIDA and institutionally funded contracts through monitoring, mentoring, quality assurance, and support of project deliverables.
- To be an active and contributing member of the DCA programme team, inclusive of key participation in working groups as well as contributing to DCA global reporting and strategic processes.
- To become a DCA Cambodia programme thematic representative and expert in human rights, protection, media, and access to information
- Conduct partner assessments, appraise project proposals and budgets and prepare internal DCA approval documents following the DCA-mandated PPM process;
- Ensure the quality and timely delivery of results of projects (i.e., management of work plan, budgets, log frame, etc. for respective partners)
- Provide advisory and capacity building support to partners to ensure high-quality project implementation and partner learning and join partner activities and events;
- Identify and respond to partner concerns; report challenges to line manager, as needed and appropriate;
- Provide input to project evaluation TORs, evaluation reports, reviews, and studies, including participating in selection of consultants; Prepare project completion report in the event that an external evaluation does not need to be conducted;
- Follow-up on partner actions taken on findings and recommendations from monitoring, learning, and evaluation reports.
- Contribute effectively and regularly to global reporting and strategic frameworks such as the Annual Report, DCA Cambodia Country Programme, etc. Identify and participate in external working groups related to digital rights, Access to Information, and other networks
- Participate and engage with the program team, regularly attending program team meetings
- Engagement and communicate with program team, admin/finance team , HQ, local partners, funding partners, donors and other stakeholders.
Experience Requirement:
- Education: Bachelor’s degree required on human rights, media, and development; Master’s Degree preferred;
- Experience: 3-5 years’ experience working in international development, preferably coordinating projects for international donors; experience working on partnership approach and grant management is preferred
- Context: 2-3 experience working in the development of civil society in human rights work in Cambodia
- Computer Skills: Ability to work comfortably in the MS Office Suite applications, specifically MS Word, Excel, and PowerPoint;
- Languages: Khmer and English fluency required
