Reports to: Program Coordinator  

Job Location/ Duty Station: Phnom Penh, Cambodia

Contract Duration: Short-Term contract of 6 months with possible extension


The Programme Assistant works with and provides support to the members of the Programme Team in the development and implementation of the programme. The Programme Assistant will provide effective support and assistance to the team to ensure smooth programme implementation in line with rules and regulations (DCA and back donors). This role will work closely with the program team and other operation team members to ensure the timely and effectively of deliverables: 1) System management support; 2) Small-grant management support; and 3) administrative support to program.


Regardless of the content of this job description the employee is expected to participate in any task necessary for the organization delegated by the manager at all times..    



  • To support the functionality of internal system management (PPD, program calendar and Maconomy)
  • To support the small-grant administration and management 
  • To support daily administrative tasks to program team
  • Ensuring the project documents are scanned, filed and uploaded into the system (Teams and PPD)
  • Setting up the projects in Maconomy and PPD
  • Checking the folders in the system (PPD) to ensure all necessary documents are uploaded by relevant project staff.
  • Manage and update program calendar.
  • communicating/coordinating with grant recipients on necessary documents
  • Preparing the grant contracts and ensuring the grants’ guidelines are well-received by receptions
  • Supporting the timely disbursement of financial support to third parties (administration of sub-grants) by ensuring the required supporting documents including invoices, receipts, reports and contracts are well tracked/filed/uploaded
  • Providing capacity building to partners and third parties on financial management and administration on an as-needed basis
  • Providing administrative support to the programme team in the organization of events, meetings and workshops, etc; 
  • Making travel arrangements for the programme team including preparation of travel requisitions and claims.
  • Participating in program and staff monthly meetings and others.
  • Engagement communicates with programme team, finance/admin team, project partner, and small grant recipients.

Experience Requirement:

  • Bachelor’s Degree in business administration, social development/law, or accounting/finance,
  • 1-2 years of experience supporting institutional grants processes; preferably with regards to financial support to third parties, 5 years total experience preferred,
  • Computer (Word, Excel, PowerPoint, Outlook, Internet, Data Base, etc.),
  • A high degree of integrity, accountability, energy and flexibility.
  • Experience in finance/accounting, grant management, and project management; preferably with institutional donors,
  • Ability to read, understand, and communicate guidelines on compliance and accounting regulations.
  • Ability to build partners’ capacities on financial systems and administrative skills
  • Comfortable helping others prioritize and stay organized in a busy, fluid environment,
  • Ability to work independently and in groups, manage multiple tasks concurrently, and meet deadlines with attention to detail and quality, 
  • Ability to work calmly and professionally under pressure, 
  • Well organized and able meet deadlines,
  • Excellent interpersonal skills and demonstrated ability to interact professionally with culturally and linguistically diverse team members,
  • Able to independently gather information necessary to complete tasks. 


Work related travels are expected in this position.
