1.    Purpose:
Catholic Relief Services (CRS) was founded in 1943 by the United States Conference of Catholic Bishops to assist the poor and disadvantaged. CRS Cambodia has worked in support of health systems strengthening in Cambodia for over two decades and is beginning to implement the Advance Local Leadership in the Right Way (ALLRight) Project for 29 months and commencing from 1 May 2023 to 30 September 2025.

The ALLRight Project works with two PHDs in Preah Viehea and Steung Treng to strengthen capacity in order to deliver quality and responsive health services and attract new resources. The ALLRight project will apply capacity strengthening approaches of CRS including 1. Capacity Building (e.g. training and workshops), 2. Institutional Strengthening (e.g. system or policy development), and 3. Accompaniment (on-going coaching and mentoring).

The purpose of these Scope of Work (SoW) is to outline the tasks and responsibilities of recruiting National Consultants to work with CRS Cambodia and Partners in delivery of the ALLRight project.

The consultant will review, adapt, and contextualize leadership development training materials from CRS solution packages, and then provide capacity building training/workshops and coaching to leadership of two Provincial Health Departments (PHDs).

2.    Objectives and Scopes:

• Description of Work: There are some objectives for this consultancy assignment:
• Executive Leadership Training and Coaching (EL-TC)
• Review,  adapt,  contextualize,  and  develop  leadership  training  materials  based  on  CRS’
• leadership development solutions package.
• Plan and deliver 3 two-day leadership workshops with PHD leadership.
• Provide follow-up coaching with PHDs as they apply leadership principles.
• Work with ALLRight Manager, Head of Health Program and Head of Programs to gain full scope of works and key deliverable outputs.
• Conduct initial discussion with PHD leadership to understand needs and perspectives to inform the review, adaption, and contextualization of the CRS leadership development solution package.
• Apply human-centered design (participant focused) and adult learning approaches in workshop development and delivery.
• Work openly with CRS focal points as they review and feedback on materials and methodology.
• Complete all the deliverable outputs as specified in this consultancy contract.
• Submitted all materials related to this assignment to CRS after completion.
• Submit final consultancy service report to ALLRight Manager to review and approve.
• All training and coaching materials should be produced fully in Khmer, and training and coaching will take place only in Khmer. Summary materials (to be agreed) to be translated to English.
• Final consultancy report should be produced in English.

3.    Expected Procurement Details:
To support the implementation of the project, CRS intends to procure the services from the consultant to deliver the above objectives; please see Scope of Work for more details.

3a. CRS Delivery Schedule: The consultants will perform the following deliverable outputs in the drafted timetable (the consultant should include proposed timetable with application). See Scope of Works for more details.

3b. Timeline for Contract: The period performance: June 2023 - September 2024 (total 20 working days)

3c. CRS Payment Terms Offered: Payment shall be made in accordance with CRS’ receipt of a complete and accurate invoice. Payments in accordance with amounts and schedule provided herein is contingent on the Consultant conforming Services that meet the specifications and are delivered on time.
CRS will deliver the payment via wire transfer to the bank account, and the consultant is required to provide the Bank Account information and state on the submitted invoice.

The individual consultancy service is subjected to 15% withholding tax.

Taxes: registered vendor/consultancy firm shall be solely responsible for the payment of any and all taxes related to vendor’s performance under this Agreement and shall be solely responsible for remitting applicable taxes. Vendor shall indemnify and hold CRS harmless from all claims and liability resulting from vendor’s failure to remit such taxes.

4.    Special Procurement Conditions and Additional Information:
In order to be considered as a potential consultant, interested parties should submit their Expression of Interest including the following information:

      1.    The administrative requirement

• -    Proposal submission before the EOI Closing Date and Time
• -    Proposal must be properly signed.
• -    Proposal must be valid at least 90 days.

 
      For registered vendor/consultancy firm: must submit:

• -    a copy of business registration certificate(s)-if applicable
• -    Consultant submits a proof of tax payment- if applicable

This call for Expression of Interest constitutes a solicitation. We require administrative information, technical proposals and prices at this stage.

We will not issue any confirmation of receiving proposals except only when there is any clarification, and/ or notification of successful proposals.

CRS reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. CRS also reserves the right to require compliance with additional conditions as and when issuing the final contract documents.
