1.       Purpose of the Consultancy

                The consultant will support the WHO country office to strengthen risk communications, community engagement, partner visibility, and knowledge management, including COVID-19 emergency work, and translation capacity within the office.


 

2.       Background               

Communication for Health (C4H) leverages the power of communications as a tool for health. Evidence-based, strategic communications is an extremely powerful tool for tackling complex health challenges. Whether it be promoting health-protective behaviours for COVID-19, increasing vaccination rates, reducing stigma around mental health, or advocating for inclusive health policies, strategic communication can play an important role. The WHO Cambodia office works to strengthen country capacities, specifically in the Ministry of Health, in health security, health systems strengthening, and preventing, controlling and eliminating communicable and non-communicable diseases. Different types of communication mechanisms, such as risk communications, community engagement, community protection, and social and behaviour change are key pillars in the C4H approach that supports the strengthening of these capacities.

 This is why WHO is scaling up its use of C4H to achieve health priorities in the Western Pacific Region, and is supporting Member States to apply the C4H approach for improved health outcomes at the individual, community and societal levels.

4.       Work to be performed

 

Method(s) to carry out the activity

 

Under the direct supervision of Technical Officer, Coordination and Communication for Health (C4H), the consultant will work full time at the WHO Cambodia Office with following outputs and deliverables. The consultant will be a member of COVID-19 Incident Management Team (IMT). Contract duration: 6 months

National Communication for Health (C4H) Consultant



Output 1:  Map and audit the C4H/RCCE/SBCC capacity and capabilities across MOH

a.       Conduct a desktop review of existing documents, such as the CDC resource mapping, the NCHP network analysis, and UNICEF’s MOH resource mapping, and identify gaps and synergies to input into final audit.

b.       Conduct interviews, meetings, workshops with WHO staff and health development partners to gather data and information about MOH counterparts’ C4H/RCCE/SBCC communications functions and roles.

c.       Conduct interviews, meetings, workshops with MOH to gather data and information about C4H/RCCE/SBCC functions, roles, capacities and capabilities across all departments of the ministry at the national level. 

Deliverable: Prepare a 10-20 page report that outlines C4H/RCCE/SBCC capacity and capabilities across MOH and identifies gaps, synergies and areas for WHO capacity and capability building 

Output 2:  Provide support to the C4H programmatic work area in 2023

a.       Support the roll-out of the WHO AMR Youth Hackathon, including the coordination of meetings with the Ministry of Health (MoH) and health partners; managing logistics across the three days; acting as a mentor to students; and liaising with, and managing, media and communications agencies and vendors for message testing and production and dissemination of the final campaign.


Deliverable: Prepare a 6-8 page report on the lessons learned from the hackathon, the results of the campaign and ideas for future AMR awareness-raising. 

b.       Support RCCE and SBC training of MOH staff, including the coordination of meetings with the Ministry of Health (MoH) and health partners; liaising with the regional office for technical support; drafting pre- and post-training surveys; and drafting and translation of key training documents and presentations. 

Deliverable: Prepare a 6-8 page training reports on lessons learned, challenges and recommendations for future RCCE and SBC training of MOH staff 

c.       Support other RCCE and C4H activities as required 

Other Deliverables:  Three-month report and end of mission report

6.       Specific requirements

Qualifications required:

Education:

·         University degree in communications, humanities, journalism, media, or related fields

Desirable:

·      Master’s degree in Communication, humanitarian studies, public health or related field is desirable.

•     Education and degree obtained abroad is an asset

Experience required:

·         Up to  5 years of experience in communications, marketing, media or journalism in the NGO, Aid, UN, or international development field is required. 

Desirable:

·         Experience in health communications is desirable  

·         Experience working with WHO and or other UN agencies is an asset

·         Previous experience managing photographers, videographers, graphic designers etc. 

Skills / Technical skills and knowledge:

·         Exceptional written and storytelling experience, including how to write for various audiences and develop different styles of tone and voice.

·         Experience with producing content for digital channels and print products.

·         Experience with impact storytelling and skillfully combining facts/data and human-interest stories.

·         A moderate understanding of engagement analytics and how data and insights can inform future content

·         Demonstrated ability to use database systems, marketing and website tools 

Language requirements:

·         Written and spoken fluency in English is essential

·         Fluency in Khmer is desirable

8.       Place of assignment (on-site)

WHO Cambodia Office in Phnom Penh, Cambodia on full-time basis.

 

9.       Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

 

10.   Travel

The Consultant is expected to travel only when required within Cambodia. 

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil  visa requirements and ask for visa support letter(s) if needed.
