1.Background on Terre des Hommes Netherlands

Terre des Hommes Netherlands (TdH NL) aims to protect children by preventing and stopping child exploitation and by empowering children to make their voices count. TdH NL focuses on sexual exploitation of children, the worst forms of child labour, child trafficking and migration, sexual and reproductive health and rights, and on child protection in humanitarian crises. For each of these forms of child exploitation, TdH NL is developing and implementing projects and programmes through local partners, mainly in Asia and East Africa. In Asia, TdH NL works in Cambodia, the Philippines, Thailand, Bangladesh, India,and Nepal. TdH NL's vision is that children can flourish in a world free of all forms of exploitation. Our mission is to protect children by preventing and stopping child exploitation. And by empowering children to make their voices count.

2. The SCROL Programme

The Safety for Children and their Rights OnLine (SCROL) programme is a 3 year initiative supported by the Netherlands Postcode Lottery. Its goal is that All children irrespective of intersecting factors (gender, sexual orientation, ethnicity, abilities, social background, etc.) are protected from OCSE in a safe family and community environment. We work with Children and Communities, Law enforcement agencies, Private sector representatives (travel and tourism industry and internet and digital tech companies) and government at all levels. The intervention is built around 4 main strategies: Awareness raising, Lobbying, advocacy and influencing, Capacity enhancement and Linking and Learning.

SCROL is implemented in 3 Asian countries: Cambodia, Nepal and the Philippines and Kenya in East Africa. Most of the activities are implemented through local partners, however advocacy activities are co-implemented by TdH NL. Programme implementation was launched in November 2022.

3. Consultancy Purpose and Use

The SCROL programme has ambitious advocacy objectives such as contributing to reinforcing national policies and guidelines to respond to OCSE, facilitating the involvement of private sector representatives in sustainable solutions and supporting child participation in relevant networks and platforms. In Cambodia, legal gaps to prevent and respond to OCSE need to be addressed and existing policies and plans need support to quality implementation, monitoring and evaluation and the development of complementary tools and initiatives to achieve systems change. While TdH NL and local partners have significant experience in working with sub-national and national government representatives, there is a need for a structured project advocacy strategy and plan to ensure the effective and efficient use of resources, the influence of programmes team within relevant networks and platforms and a high level of child participation in advocacy activities.

4. Specific Objectives of the Consultancy

  1. Assess the strengths and weaknesses of TdH NL’s and partners’ capacity to conduct advocacy activities in Cambodia
  2. Map and analyze the relevant networks, platforms and institutions that are relevant to the project’s objectives related to prevention and response to OCSE
  3. Facilitate a co-design workshop with focal points from the programme teams based in countries and key informant interviews with a handful of key experts on specific themes, countries and / or regions
  4. Propose a project advocacy strategy and operational plan for Cambodia, including recommendations for capacity building

5. Time period and Geographical area:

The estimated length of the assignment in 10 to 15 working days.

The consultant should be based in Cambodia.

6. Cross Cutting Issues: The assignment should take into account the following cross-cutting issues: Gender: the specific threats, vulnerabilities, and resilience experienced by boys, girls and children with diverse SOGIE. Children with disabilities: how their inclusion has been addressed by the project. Child participation: the capacity of the project to engage with children in a meaningful way, including in co-creating advocacy messages.

7. Intellectual Property
All information pertaining to this project (documentary, audio, digital, cyber, project documents,
etc) belonging to the client, which the service provider may come into contact with in the
performance of his/her duties under this consultancy shall remain the property of TdH-NL who shall have exclusive rights over their use. Except for purposes of this assignment, the
information shall not be disclosed to the public nor used in whatever form without written
permission of TdH-NL.

8. TdH NL Integrity Framework

The consultant shall sign and abide by the TdH NL Integrity Framework including Safeguarding Policy, Conflict of Interest Policy, Global Code of Conduct, its related procedures and will be required to disclose any prior convictions and undergo or present an up to date and valid criminal background check.

9. Output /Deliverables

Project advocacy strategy and operational plan, with reference to the relevant institutions, networks and platforms in which TdH NL should invest time and including practical recommendations, including for capacity building of project teams.

10. Payment Amount and Procedure

Payment shall be made according to the following schedule and based on the submission of the agreed deliverables:

Upon signature of the Service agreement 50%

Approval of final outputs / deliverables by TdH NL 50%

11. Profile of the Consultant:

Required:

  • Demonstrated successful experience in contributing to advocacy initiatives in the field of child protection
  • Knowledge of new trends in the field of Child Online Protection
  • Outstanding capacity to develop strategy documents with ambitious yet concrete operational plans

Desirable

  • Knowledge of the Child Protection sector in country
  • Expertise in Online Child Sexual Exploitation

12. Supervision / Management of the Assignment

The consultant will be supervised by the TdHNL Programme Manager for OCSE.

13. Expressions of Interest

Interested applicants are required to submit a technical proposal and a financial proposal. The following components must be included:

  1. A cover letter, which includes information about the applying consultant(s), outlining their interest and motivation for applying for the consultancy.
  2. Up to date CVs relating to the applying consultant(s) experience in undertaking similar assignments and skills to carry out this work, including contact details for two references, from previous organisations that have used the consultant’s services, or two former employer references.
  3. Full details of proposed consultancy team members, including CVs which relate to their experience and skills to carry out this work.
  4. A technical proposal (no longer than six pages) which should include the following:
    1. the consultant’s understanding of the terms of reference
    2. a clear and detailed work plan including timeline
    3. a description of the proposed methodology(ies) to be used to fulfill the requirements of the ToR and how they will address cross cutting issues in the context of OCSE
  5. A Financial Proposal (one page) which should include the number of working days and the professional rates per day. It should also include a separate itemised logistic budget, broken down to identify accommodation, transport, stationary, communication, etc. where appropriate.
  6. Up to three examples of similar reports and/or previous work.
