The U.S. Mission in Phnom Penh is seeking eligible and qualified applicants for the position of Translator for the Consular Affairs Section, Department of State.
Duties
Incumbent works under the supervision of the Consular Officer and is reviewed by the Consular Section Chief. The position is a multi-functional position requiring the incumbent to work in every unit within the section. The incumbent serves as the section’s primary interpreter/translator from English into Khmer and vice versa. The incumbent is also responsible for translating complicated Consular documents, including Cambodian laws into English, requiring a deep understanding of technical vocabulary. The incumbent is the primary LE Staff for external email correspondence and backs-up the American Citizen Services (ACS) unit as needed.
Qualifications and Evaluations
Requirements:
EXPERIENCE: Two years of previous experience in translating and/or interpreting is required.
JOB KNOWLEDGE: (This may be tested.)
- Must have knowledge of Cambodian culture and social mores, and family relationships, be comfortable working with and applying regulations and statutes.
- Must develop a working understanding of Cambodia legal environment and government structure and become familiar with host country laws relating to marriage, common-law marriages, and divorce.
Education Requirements: Bachelor’s degree in Education (English), English Translation/Interpretation, Public Relation, International Studies or Professional Communication is required.
Evaluations:
LANGUAGE: English and Khmer Level IV (Fluent) Reading/Writing/Speaking are required. (This may be tested.)
***Note: Applicants must include all languages known to include Khmer language in the application.
SKILLS AND ABILITIES: (This may be tested.)
- Must have strong command of both the Cambodian and English languages, including strong written and oral communication skills in both languages.
- Must have ability to translate/interpret from Khmer into English and vice versa.
- Must have knowledge of general office management and proficiency in Microsoft Word, Excel, PowerPoint, and/or other IT software.
Qualifications: All applicants under consideration will be required to pass medical and security certifications.

The Mission may consider any of the following when determining successful candidacy: nepotism, conflicts of interest, budget, and residency status.
Current employees of the Mission who have not successfully completed their initial probationary periods are not eligible to apply. Current employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory or MBC score of less than 100 points, on their most recent Employee Performance Report (EPR) are not eligible to apply.
Current employees of the Mission hired a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment. This does not apply for employees on a PSA (Temp), or those are hired on a When Actually Employed (WAE) or intermittent work schedule.
