The Mekong River Commission Secretariat (MRCS) is now inviting your Company to submit the sealed Quotation for the supply of Vehicle for the MRCS-RFDMC. Technical Specifications and Quantities of Goods to be supplied are in the Annex I attached.
1. The quotation shall be quoted in USD for a fixed price excluded all taxes and remaining valid at least for 45 days after the deadline for submission of quotations.
2. Documents to be supplied with the bid:
The Bid Submission Form: The format is provided in the Annex II for your use. A format is attached as example.
Copy of a valid certificate of the authorized dealer in the region (for the offered Vehicle branch)Evidence proving that the company has branch/office in Cambodia for after sale services.
The quotation shall be submitted to MRC Procurement Unit not later than 19 May 2023, 3:00 PM (local time) a sealed envelope clearly marked “RFQ23-03/RFDMC Supply of Vehicle: - DO NOT OPEN BEFORE DEADLINE SUBMISSION DATE”. The sealed envelope shall be addressed to the Mekong River Commission Secretariat at the following address:

The price of the Goods manufactured outside the Country where the goods are to be supplied shall be quoted: DDP Phnom Penh, Cambodia
The prices quoted by the Tenderer shall not be adjustable.
Period of time the Goods are expected to be functioning (for the purpose of technical support): 10 years or 500,000 KM

5. The MRCS may annul the bidding process and reject all quotations at any time prior to contract award, without thereby incurring any liability to the bidders.
6. Tenderers shall quote prices for the lots. MRCS will evaluate the quotations received in the Lot basis. Purchase Order will be awarded to the supplier whose quotation is the lowest substantially technical compliant offers.
7. The evaluation criteria list is attached in the Annex III.
8. The equipment shall be delivered at MRCS-RFDMC, Phnom Penh, Cambodia, within 60 days after issuance of the Purchase Order. Failure to respect the delivery date gives MRCS the right to cancel the Purchase Order.
9. Delivery late: If the Supplier delivers the specified goods later than the delivery period specified in article 8 above, the Purchaser has the right to reduce the payment to the supplier by 05% of the total price of contract for each day of delay beyond the delivery time. The reduction is up to a maximum of the 10%, and then the Purchaser may terminate the contract.
10. Full payment will be done to the Supplier’s bank account upon the basis of an original invoice and after acceptance of receipt and commissioning reports by MRCS Office.
11. MRCS as International Organization is exempt from import taxes to its member countries – Cambodia, Laos, Thailand and Vietnam. Support to clearance documents will be provided if required.
