Working in Cambodia since 2005, SNV implements projects in the agriculture, energy, and water sanitation and hygiene (WASH) sectors. SNV provides tailor-made and sustainable interventions that are effective at raising incomes, providing meaningful employment opportunities, and improving access to and coverage of basic services. Our interventions acknowledge the critical importance of improved climate change resilience and mitigation strategies to achieve sustainable change. Our work is aligned with the country’s national development priorities and strategies. We work in close collaboration with the royal government, civil society, and private sector. Our multi-national team of experts works from our national office in Phnom Penh.

Smoke Free Village

The use of biomass for cooking fuel and associated smoke exposure contributes to serious health problems, leading to the death of 14,000 people in Cambodia per year. Many more lives, mainly those of women and children, are affected by smoke-related health conditions that reduce overall quality and length of life. Further, the smoke emissions from open fires add to greenhouse gasses that are responsible for climate change. Finally, cooking is strongly connected to livelihoods, gender and inequalities at household level.

Together with our partner Energizing Development (EnDev) we promote awareness, demand creation, and capacity building of local institutions to provide behaviour change communication for clean cooking. The Smoke-Free Village (SFV) approach aligns with Cambodia Basic Energy, NDC, and Health Plans to prevent non-communicable diseases, and builds on the approach for Community-Led Total Sanitation. The SFV is a gender-based approach with the Commune Councils for Women and Children as the main partner to encourage villages to collectively eliminate smoke from burning wood. The initiative stimulates demand for clean stoves and fuels, and triggers suppliers to sell more of their products and services in villages.

Currently SNV in Cambodia is looking for a Project Field Officer based in Battambong Province, Cambodia. *This position is opened for only national candidate*

Role of the Field Officer

The role of the Field Officer is to pro actively contribute to the estabishment of Smoke Free Villlages, where households change from the use of wood to cook on clean energy. The Field Officer is taking the role as facilitator to work with governmental levels, and especially the authorities on Village level, the Commune Councils and District levels and with the private sector. He is she takes the role as first responder and will adequately act and reports to SNV team if so needed.

Job Description

  • Works at a sub-national level, ensuring the (quality of the) service delivery conform procedures and guidelines of SNV and ensures timelines and project standards are met.
  • Cultivate positive relationships with the relevant governmental bodies by arranging meetings and organise joint field activities  and facilitate training and capacity building efforts towards SMEs that are offering clean cookstoves, in collaboration with a range of international EnDev advisors and local service providers.
  • Preparing meetings and ensures that appropriate governmental bodies are involved.
  • Plays a facilitating role in the monitoring data collection activities done by Smoke Free Village Committees and will react to issues that may impede data quality.
  • Gather data so that gaps in the value chain can be identified and mitigated, to widen access to clean cooking energy.
  • Additional related tasks as from time to time directed by the Sector Leader

Qualifications

  • Bachelor’s degree in relevant field with relevant experience minimum 5 years in project implementation.
  • Effective communication with different stakeholder and target groups, making sure ideas and essence are understood by the audiences.
  • Demonstrate ability to structure and plan activities to ensure results are met, and to adequately deal with adversity in a rational and timely manner. Flag any bottle necks and explain the issues to the SNV team in a clear fashion.
  • Show passion and enthusiasm about topics of sustainable development, and is motivated to contribute to public private partnerships and SME support in the fight against poverty and inequality.
  • Good oral and written communication skills in English is an advantage as well as computer skills in MS-applications (Word, Excel, Outlook, Powerpoint, Internet, etc.)
