In Cambodia, SNV implements projects in the agri-food, energy and water sectors, working with the public and private sector. Using market-based approaches, we support inclusive development, especially for women and marginalised communities, by lowering the barriers to sustainable development and promoting local ownership, building resilience to climate change and support climate mitigation efforts.

About Project 

SNV in partnership with the Global Evergreening Alliance (GEA) is developing a land restoration programme generating livelihood, climate and environmental benefits through widescale planting of timber trees and perennial crops, partly funded by generation of carbon credits. The programme aims to support tree planting and farm management options which can provide an improved and/or more resilient income stream for small scale producers of rubber, timber, and agroforestry plantations.

The programme will involve working over various provinces with various partners including the government and private sector. To overcome the existing barriers to the widespread adoption of tree planting, the programme will use a market based approach to create and attract investments for creating or increasing the off-take channels for tree products produced by smallholders, seek financial investments and payments by results through financial institutions, and strengthen smallholder producer participation in the value chain. The programme would work with a variety of smallholder organisations and on private land and community forestry and community protected areas.

We currently are looking for Monitoring and Evaluation Advisor. This position is subjected to funding and open to only national candidate.  

Job Description

  • Lead design of participatory monitoring system of indicators based on logframe and targets setting.
  • Design data gathering methods using mobile devices, satellite data. 
  • Support design and rollout of baseline (in close collaboration w GEA/carbon consultant).
  • Lead data gathering and supervise the team of facilitators, extension staff, partners staff, company staff, government staff.
  • Present data in easy understandable format and maintain sharepoint database.
  • Support companies, smallholder producer groups and government to implement self-reporting systems for their own management purposes.
  • Produce monthly progress dash-boards for achieving targets on indicators.
  • Advise project management and team on adaptive management of progress.
  • Lead bi-annual presentation to stakeholders on progress, lessons
  • Co-design with carbon consultant monitoring system for carbon benefits and credits.
  • Support publication of data and achievements in various forms and communication channels (website, vlogs, Facebook, telegram groups)

Qualifications

  • MSc or equivalent in project management, monitoring, or equivalent.
  • Minimum of 5 years working experience in implementing, monitoring of projects with communities.
  • Knowledge of monitoring and evaluation, satellite data and GIS systems.
  • Experience in data management, statistical analysis and reporting.
  • Experience in making data visual and understandable.
  • Ability to provide clear messages on progress, bottlenecks.
  • Experience with result based target setting and motivation & steering.
  • Good knowledge and understanding of community interactions, smallholder bottlenecks and behaviours, gender equality and social inclusion.
  • Good networking skills, team player ability to work with various stakeholders.
  • Excellent English communication skills, both written and verbal;
