In Cambodia, SNV implements projects in the agri-food, energy and water sectors, working with the public and private sector. Using market-based approaches, we support inclusive development, especially for women and marginalised communities, by lowering the barriers to sustainable development and promoting local ownership, building resilience to climate change and support climate mitigation efforts.
About Project
SNV in partnership with the Global Evergreening Alliance (GEA) is developing a land restoration programme generating livelihood, climate and environmental benefits through widescale planting of timber trees and perennial crops, partly funded by generation of carbon credits. The programme aims to support tree planting and farm management options which can provide an improved and/or more resilient income stream for small scale producers of rubber, timber, and agroforestry plantations.
The programme will involve working over various provinces with various partners including the government and private sector. To overcome the existing barriers to the widespread adoption of tree planting, the programme will use a market based approach to create and attract investments for creating or increasing the off-take channels for tree products produced by smallholders, seek financial investments and payments by results through financial institutions, and strengthen smallholder producer participation in the value chain. The programme would work with a variety of smallholder organisations and on private land and community forestry and community protected areas.
We currently are looking for Financial Advisor position. This position is subjected to funding and open to only national candidate.
Job Description
- Support the project team to refine the strategy and activity plans for the access to finance component of the project during the project’s inception phase, and provide ongoing technical insights and advisory services regarding the project’s overall strategy and management.
- Identify financial investment and cashflow needs for smallholder producers and their organisations for timber, fruit/nut and rubber planting, and enterprises operating in these value chains.
- Develop a financial literacy training curriculum for smallholder producers, and train implementing organisations.
- Map and engage with financial institutions to identify their potential to provide investment, savings and loan products to smallholder producers and enterprises operating in the target value chains.
- Lead the co-design of financial products and support partner financial institutions to design, market and manage these new products .
- Manage and coach implementing partner organisations to provide technical assistance to enterprises to secure access to finance.
- Ensure financial and social inclusion of women and indigenous groups.
- Develop concept and proposals to attract additional patient or donor capital for these green finance funding mechanisms.
Qualifications
- MSc or equivalent in management, business, finance, development economics or agriculture/forestry.
- Minimum of 5 years working experience in financial access for smallholder producers, including working on adaptation of existing products, or development.
- Experience doing so in mid/long term plantation investments (rubber, cashew, timber) is ideal.
- Good understanding and network of Cambodian financial institutions.
- Experience in forestry, plantation investments and/or agricultural finance.
- Understanding of community mechanisms, gender equality and social inclusion.
- Understanding of innovations in the rural finance industry such as de-risking mechanisms.
- Good networking skills, team player ability to work with various stakeholders.
- Ability to engage with the financial sector and agricultural sector to develop solutions, and experience of working effectively in a matrix organisation.
- Excellent English communication skills, both written and verbal.
