INCLUSIVE SOCIAL PROTECTION is critical to achieving gender equality and poverty reduction effort in Cambodia. Social protection has taken policy momentum in Cambodia. The Royal Government of Cambodia has recently initiated several social protection schemes, National Social Security Fund (NSSF) in particular, which greatly benefit apparel industry employees. Through this scheme, NSSF reported that in 2020 alone a total of 80,000 female garment workers received maternity allowances from the government which accounted for USD$7.9 million.
The National Social Protection Council (NSPC) also reported that approximately 300,000 female workers both in formal and informal sectors, who have given birth in the past four years, between January 2018 to March 2022 benefited from cash support which accounts for US$30.1 million. And at the peak of COVID-19 pandemic in Cambodia, workers who were laid-off also received support in the forms of cash-based transfer programmes.
Oxfam, through the Voice for Change Programme, is now jointly implementing several social protection initiatives with partner organisations. Those initiatives include:
- 1) Inclusive National Social Protection Initiatives that Respond to the Needs of Apparel Industry Employees” (INSPIRE),
- 2) Improving Synergies between Social Protection and Public Finance Management (SP&PFM),
- 3) Fostering an Inclusive and Shock-Responsive Social Protection System in Cambodia (FIRST); and,
- 4) Improving Social Protection and Labour Rights for women workers in ASEAN’s Agri-Food Sector,
- Purpose of this consultancy service
Oxfam in Cambodia, through the Voice for Change Programme (V4C), has long been working with and supporting partner organisations, including the new established SP4ALL coalition, in terms of financial resource and technical aspect to influence the policy outcomes and better represent their Constituents to the national and regional policy dialogue concerning social protection.
And to ensure that all partner organisations and members of SP4ALL coalition are better aware and knowledgeable of social security policy and best practices from some OECD countries, Oxfam is allocating resource to support the design of training curriculum and to provide capacity building training to those organisations. This training manual will be used to train the new generation of Oxfam partner organisations, union leaders, and members of SP4ALL to have a better understanding on social security policies and best practices, particularly from some OECD countries where social security policies have long been implemented.
Building on these, Oxfam is seeking a consultant(s) to:
- Design a training curriculum drawn on international social protection policies or best practices,
- Provide a capacity building training to 50 participants who are members of trade union, Social Protection for All (SP4ALL) coalition, and Oxfam partner organisations who work in the social protection setting,
We prefer that the development of this training curriculum (or manual) and the capacity building training is drawn from best practices of policies from OECD countries like pension fund in Australia, New Zealand, Sweden, or Germany

- Requirements
Essential:
- The organisation or an individual(s) should have a proven success or track record in (international) social securities and familiar with social security policy of Cambodia, particularly on NSSF and pension fund,
- A demonstrated commitment to strengthen inclusive social protection system in Cambodia through capacity building, policy dialogue, etc., research and publication work.
Key Attributes:
- Ability to demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities.
- Ability to demonstrate an openness and willingness to learn about the application of gender/gender mainstreaming, women’s rights, and diversity for all aspects of development work.
