The Need:
IJM is seeking a qualified, creative and committed professional Senior Social Worker to develop and manage a network of Cambodian Aftercare agencies to provide case-management and individual services to survivors of labor trafficking. This position is responsible for the identification, recruiting, training and management of Aftercare agencies for the network, and tracking their activities. The network will rapidly increase the scale of IJM’s survivor aftercare service provision and impact, increasing the number of survivors brought to restoration in diverse locations throughout Cambodia and assisting survivors to engage with the criminal justice system.

This position is based in Phnom Penh, Cambodia and reports to the Head, Community and Client Engagement.

Roles and Responsibilities:

Networking & Partnership: Create and develop a nationwide network of Aftercare Case- Management partners and Service Providers for the purpose of expanding casework impact in Cambodia. Responsible for all aspects of managing Aftercare partners and ensuring the ongoing health of IJM’s relationship with Aftercare organizations and individual service providers within the network.

  1. “Case Management Partners”: Proactive identification, mapping and recruitment of Aftercare agencies to provide case-management for survivors (i.e. the agency is responsible for the entirety of the client’s aftercare);
  2. “Service Providers”: Identification, mapping and engagement of organizations, businesses and individuals who can provide specific services to survivors who are being case- managed by IJM or a Case-Management Partner;
  3. Facilitate, as needed, connections between Aftercare Case-Managers (IJM or Partner) and Service Providers;
  4. Facilitate, as needed, connections between Aftercare Case-Managers (IJM or Partner) and legal support (IJM or IJM Lawyers’ Network);
  5. Facilitate, as needed, connections between Aftercare Case-Managers (IJM or Partner) and destination country agencies/stakeholders;
  6. Engage proactively with existing networks, coalitions and forums to strengthen IJM’s presence among Aftercare providers (e.g. Chab Dai);
  7. Maintain strong relationships with MoSVY and DoSVY officials.


Training and Development: Create and deliver high quality training for Aftercare Case- Management Partners and Service Providers.

  1. Identify the capacity gaps and training needs of each partner and develop appropriate training materials using IJM’s global aftercare standards, frameworks and tools as a starting point;
  2. Ensure all Case-Management Partners and Service Providers receive the necessary training, so they meet an established minimum standard prior to being assigned clients.

 
Program Management and M&E: Manage client referrals to partners, coordinate partner agencies and providers, and monitor services provided.

  1. Manage both formal and informal partnerships, including funded and non-funded partners. In the case of formal, funded partnerships, assist partners to meet the terms of any agreements and conduct financial reporting in a timely and accurate manner;
  2. Implement IJM’s procedure for client referrals, ensuring partners are clear on expectations and there is a smooth handover of clients, and ensuring all government protocols are met;
  3. Track client progress and provide guidance and mentorship to Case-Management Partners and Service Providers working with clients. Hold partners accountable to minimum standards;
  4. Monitor partner/service provider performance by obtaining data on all services provided and by measuring client outcomes, as well as accompanying partners on client visits on a regular basis to evaluate partner social worker performance.


Education & Experience:

  1. Master of Social Work or related field, or equivalent work experience;
  2. At least four years’ experience providing case management aftercare services to survivors of TIP;
  3. Experience providing community-based aftercare strongly preferred;
  4. Experience  working  with  multiple  aftercare  NGOs  in  Cambodia  required,  preferably within formal or semi-formal partnerships;
  5. Experience working with MoSVY and DoSVY required;
  6. Experience  connecting  clients  with  individual  service  providers  including  businesses
  7. /private  sector,  faith-based  institutions  and  local  grassroots  organizations  strongly preferred.


Technical Competencies:

  1. Client case-management;
  2. Trauma counselling training and skill;
  3. Deep understanding of trauma and survivor needs in the Cambodian context, specific to TIP;
  4. Knowledge  of  the  operations  of  MoSVY  and  DoSVY  and  the  NCCT  Guidelines  on Identification of Victims of TIP;
  5. Knowledge of victim support services in destination countries including Thailand and Malaysia;
  6. Proficient in the use of cloud-based case management systems/databases, understanding of basic M&E principles and practices.


Non-Technical Competencies:

  1. A natural bridge-builder and networker;
  2. Strong reputation and credibility among aftercare agencies in Cambodian (government and non-government);
  3. Proactive and able to self-direct;
  4. Organized, process-oriented and logical;
  5. Calm and courageous under pressure;
  6. Committed to IJM’s culture of Christian spiritual formation;
  7. Passionate about IJM’s mission in Cambodia, the region, and globally.
