1. Objective of the Assignment
The Portfolio Support Coordinator will be based in the Ministry of Economy and Finance (MEF), General Department of International Cooperation and Debt Management (GDICDM), Department of Multilateral Cooperation (DMC) and responsible for providing professional support to the Department in portfolio coordination and management.
2. Main responsibilities
- Assist in the coordination of meetings with DPs, Line Ministries and relevant stakeholders as required;
- Support key officials in the portfolio management of DPs funded projects/programs to ensure that implementation of activities are in accordance with agreed timelines and of good quality;
- Liaise and coordinate with EAs/IAs to ensure Projects/Programs activities are undertaken in accordance with the government’s Standard Operating Procedures for Externally financed Projects/Programs, applicable procedures, guidelines, and/or the financing agreement of the projects/programs.
- Assist in monitoring of relevant projects/programs activities and timely reporting on projects/programs performance and impact as required;
- Support in management, financial, and operations procedures, for projects/programs implementation as needed;
- Assist the MEF in preparing and reviewing the Project Implementation Manual, strategies, and guidelines for DP financed projects/programs operations including funds necessary for projects/programs implementation as needed;
- Assist the MEF in formulating and implementing Strategic Partnership under related projects/programs;
- Perform other duties as requested by the management.

4. Qualifications Required
- Bachelor’s degree in development studies, international relations, law, economics, business, English literature or other relevant fields;
- Minimum 3 years of work experience in the development sector and/or private sector;
- Possess high-quality attributes in leadership, communication and coordination among various stakeholders;
- Professional spoken and written proficiency in Khmer and English;
- Ability to work under pressure and tight deadlines while remaining flexible;
- Proven skills in budget planning and management, critical thinking and problem solving; and
- Good interpersonal skills and capacity to work effectively as part of a team.
- Newly graduates with previous volunteer and internship experiences are also encouraged to apply.
