M’lup Russey has been working as a local NGO with the supportive cooperation of the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY), both at national and sub-national levels, regarding Alternative Care, Child Protection, Child Wellbeing and Child Welfare in Cambodia, strengthening the capacity of duty bearers, implementing relevant policies, and advocating for policy review and drafting for the best interests of Orphans and Vulnerable Children and their alternative care in Cambodia.

M’lup Russey is seeking a qualified Cambodian national to fill in the following position:
Monitoring and Evaluation Coordinator– Based in Phnom Penh MRO Office. Full time
Summary of position:
1. The M & E Coordinator will work closely with all the Managers and coordinators across M’lup Russey Organization (MRO) and establishing system for data gathering as well.
The M & E Coordinator will work to train M’lup Russey staff in establishing:
A) a working environment of learning and professional development through appropriate change (as evidenced in M&E assessments) and
B) best practices for effective and efficient monitoring and evaluation (M&E) for M’lup Russey and the communities with which M’lup Russey works.
3. Leadership, interpersonal and personal management, teamwork/team building, respect in interpersonal relationship skills, a team player.
4. Training skills, including presentation, facilitation, mentoring and coaching
6. Keep and update research information/maintain integrity of data on behalf of the M’lup Russey Management Team.

Essential duties and responsibilities:

  • Promote a process of mutual accountability and reporting between communities and all those involved by facilitating meetings for project level team members involved in M&E to enable them to help their co-workers assess the efficacy of their current M&E methods and to brainstorm new or modified ones (this assessment should be done activity by activity as well as with the big picture in mind).
  • Regularly follow up the monitoring and evaluation of the activities which M’lup Russey staff oversees and that the communities have taken initiative in monitoring.  The M&E Coordinator should also assist project level team members involved in M&E with how, when and where the information at their level is kept and how the information is or will be used.
  • Assist with evaluations by helping the Management Team with the following:
  • 1). preparing projects for external evaluations, and
  • 2). helping projects to review/interpret data from external evaluations.
  • Keep and update research information/maintain integrity of data.
  • Another task will be needed to assist by supervisor.
  • Assist Project Managers in the creation, compilation, and writing of the projects’ annual operating plans and maintain M & E data systems.
  • Manage the baseline survey project for any new set up including survey tour- team formation, data collection, analysis and report.
  • Conduct semi-annual for program monitoring to project, program and frequent monitoring at the project level.
  • Conduct specific target monitoring as requested.
  •     Research and report writing
  • Cooperate with program and project staff when conducting baseline survey, monitoring and internal evaluation.
  • Develop tools in partnership with program staff to use in monitoring, evaluation
  • Produce monitoring and internal evaluation reports and disseminate results to MRO and partners.
  • Ability to work independently and adapt to changing priorities
  • Planning, monitoring, research, evaluation, analytical, project management
  • Follow up and report on the agreed action from any monitoring and evaluation.

Qualifications and requirements:

  • University degree in a relevant field (e.g. psychology, Data Entry, Data consolidation, Data cleansing, Data analysis with SPSS System, spreadsheet, KoBo…etc)
  • Ability to develop a Result Based Management system with clear indicators.
  • Preferably a minimum of 4 years working experience in development work.
  • Excellent character and a high level of personal integrity supported by a good reputation and at least two references.
  • Design M&E annual plan and consolidate into MRO calendar.
  • Ability to function well and show respect to all in an environment that works across cultures, languages, ages, status and gender.
  • Planning, monitoring, research, evaluation, analytical, project management
  • Excelling in English both writing and speaking
  • Ability and willingness to follow and apply M’lup Russey’s Christian values.
  • Ability to work independently and adapt to changing priorities.
  • Computer skills with ability to use Microsoft Office Products, Photoshop, Illustrator, experience with Video conferencing software such Teams and Zoom, an asset.
  • Ability to work collaboratively in-person or remotely.

Position type:
This position is for a Cambodian National, contracted on an annual basis subject to probation and annual appraisals. Salaries will follow the M’lup Russey salary structure, and terms of employment are stated clearly in the M’lup Russey Local Staff Employment Manual. M’lup Russey Organization has the right to change notice in JD update if any requirement from Management Team Member.
Work environment/dynamics:

M’lup Russey rents an office building. The Monitoring and Evaluation Coordinator will have a workspace in a room with the other members of the Management or Administrative Team. Team dynamics are friendly and supportive, and Khmer is used almost exclusively as the language of day-to-day communication.
