The Need:
IJM is seeking a qualified, creative and committed professional Lead, Survivor Voice and Trauma Informed Care (TIC) will envision, develop and execute IJM Cambodia’s strategy to mobilize, connect and equip local partner networks, national denominations, international networks of survivor networks. This role is also responsible to facilitate and deliver competency-based training and ongoing mentoring in Trauma Informed Care and other Psychosocial training to IJM’s aftercare staff, staff of partner NGOs and relevant public justice system actors including law enforcement and other frontline agencies, prosecutors, judges, and govt social workers at both National and sub national level. This role is also driving the TIC approach to be adapted in the PJS.

This position is based in Phnom Penh, Cambodia and reports to the Head, Community & Client Engagement (CCE).

Roles and Responsibilities:
Develop and implement a distinct strategy for survivor voice/LSN theory engagement– which aligns with Vision 2030, FO program lifetime strategy– so that survivor networks groups are formed, equipped of their capacity to effectively activate and catalyze local and national leaders to strengthen government responses to labor trafficking nationwide.

  1. Develop strategies to target local survivor networks to enhance IJM Cambodia’s casework, partnership, and system reform effort;
  2. Conduct LSN’s vision casting to partners and survivors so that they response for action collaboration;
  3. Work with/support relevant local partners mainly implementing partners to form LSN network groups and implementing LSN approach effectively;
  4. Equip survivor groups agents of change of their capacity building need including the power of storytelling;
  5. Empower survivor sharing their stories, lead, involve in advocacy/awareness raising movement, and join the government meetings to amplify their voices for strengthening government response to labor trafficking nationwide, identify and refer TIP cases to IJM. This also to provide vulnerable populations experience greater connectedness with police and other government departments and increased trust in the public justice system, and survivors have a web of support in their communities.


Develop the training materials/tools/modules regarding TIC, counseling, and psychosocial.

  1. Develop and review the  curriculum of TIC, basic counseling, and case management training to ensure it is appropriate, updated, and meets the needs/gap of knowledge and skill of the participants based on the result finding of the conducted TNA;
  2. Ensure that the training manuals, presentation, and pre and post-test are developed;
  3. Develop tools to measure the progress or improvement of the participants gained during and after each training regarding to the skills and knowledge they have learnt;
  4. Develop tool(s) to measure the level of knowledge and understanding of the participants on trauma and find creative ways/tools to improve their understanding and to encourage the trauma informed practice are applied in working with survivors;
  5. Ensure the training materials including presentation, pre and post-test, training timetable, etc. from English to Khmer, and ensure the accuracy and high quality of the translation through liaise with Senior Program Support Coordinator, CCE;
  6. Work with Monitoring and Evaluation Manager to develop or to ensure that the project has sufficient tools  available to measure its impact or result that contributes to the achievement of the organization’s country indicator framework.


Deliver professional training related to Trauma Informed Care, Counseling, therapy, and any specific training needs to social workers at IJM, NGO service provider partners, and PJS agencies to promote TIC and Psychosocial practice.

  1. Develop questionnaire of training needs assessment (TNA);
  2. Conduct TNA/LNA and Focus Group Discussion meetings with MoSVY/DoSVY, and NGO service provider partners;
  3. Collect and analyze data obtaining from the TNA to write a report elaborating the training needs of the targeted participants and send this report to Head of CCE;
  4. Ensure that needed training materials, LCD projector, handouts, workbook, case study, flipchart, etc. are prepared and available during the training through liaise with Senior Program Support Coordinator, CCE;
  5. Create of core curriculum and technology solutions such as online training for capacity building as needed (at the condition that the training can’t be conducted in person);
  6. Deliver counseling, crisis intervention, trauma-informed care to MoSVY/DoSVY, and NGO service provider partners;
  7. Provide follow-up training to internal and external social workers who completing TIC training.


Implementation of TOT capacity building in TIC to government actor (MoSVY) and support the implement capacity building through TOT approach.

  1. With the support from Head of CCE, communicate with MoSVY to build up the ToT planning approach on TIC;
  2. Support the implement capacity building through TOT approach;
  3. Be responsible for overall communication with the selected the ToT applicants and their supervisor/manager regarding the issues, challenges, and achievement of the trainees’ participation in the training and coaching sessions;
  4. With the support from Head of CCE, collaborate with MoSVY to develop a plan to sustain gains.


Provide coaching/mentoring on TIC and counseling practice to relevant social workers at IJM, NGO  service provider  partners, and government actors as needed.

  1. Follow up on the progress/change of knowledge and skills of the participants during and after completing each training through liaise with their head of dept/manager;
  2. Address the training need requested by partners to discuss with Head, CCE for further consideration and communication.


Develop a strong networking and collaboration with NGO partners and government relevant actors regarding future possibilities for the provision of training events in collaboration with relevant IJM Cambodia leaders and teams.

  1. Act as the focal person to communicate with internal staffs/teams, NGOs partners, and government actors regarding the needs of TIC, Psychosocial trainings, etc;
  2. Build and maintain networking relationships with NGO partners and MoSVY/DoSVY;
  3. Follow Up  and  facilitate  the process of training agreement with partner NGOs,  and MoSVY/DoSVY.


Keep a record of key decisions made and maintain up-to-date meeting notes, training events/activities, following up on action points with individuals as appropriate.

  1. Monitor, take note, and follow up on the progress/change of knowledge and skills of the participants during and after completing each training in the system, and submit the summary training report to Head of CCE;
  2. Ensure that documents relevant to the trainings such as training manuals, presentations, attendant lists, pre and post-tests, trainees’ progression checklist, etc. are recorded and filed and available when needed for reporting or project’s monitoring purposes through getting support from Senior Program Support Coordinator, CCE;
  3. Compile  reporting  data  and  number  for  writing  quarterly,  semi-annual,  and  annual reports which is accurate and outlines the primary achievements of the project;
  4. Meet regularly with Head, CCE to update and share information and challenges regarding the project’s implementation for getting proper support;
  5. Actively attend other internal meetings including CCE team meeting, reporting meeting etc.


Education & Experience:

  1. Master’s degree in psychology/social work desirable;
  2. At least five years’ experience providing TIC and engaging survivor networks to drive project impact;
  3. Experience in project coordination;
  4. Experience providing training/capacity building/coaching and/or other event logistics;
  5. Experience working with NGO partners and Cambodian government officials.


Technical Competencies:

  1. Strong written and oral communication skills;
  2. Proficiency with MS Office and cloud-based databases and salesforce systems;
  3. Fluency in Khmer and English required.
