The Need:
IJM is seeking a qualified, creative and committed professional Lead, Reporting and Sub-grant Management to provide a pivotal role in the Cambodia Field Office, working closely with IJM Cambodia’s leadership team to ensure IJM program management and scaling up of partnership are successfully coordinated, monitored, evaluated and reported upon. This position requires high-level program management and sub-grant management knowledge, sophisticated communication, proactive problem-solving, strategic planning and evaluation, analytical thinking, knowledge of the Cambodian public justice system, and a commitment to the success of IJM Cambodia’s mission.
This position is based in Phnom Penh, Cambodia and reports to the Head, Planning and Risk.

Roles and Responsibilities:
Quality and timely program reporting: Overall responsibility for all facets of program implementation reporting for both internal and external audience to ensure accountability, learning and adjustment to achieve IJM program strategy.

  1. Develop clear reporting workflow, timeline, and processes and provide training to relevant program staff about the requirements and practices
  2. Refine reporting tools, template, collaboration platform, to collect and prepare for periodical reporting
  3. Design clear plan and communications to ensure that quality reports are timely gathered, refined, reviewed and submitted per requirements
  4. Institute regular program reviews and generate structured feedback and discussions at the leadership level to ensure all leaders are aware of areas of needed focus in their projects;
  5. Provide close input and guidance on the design and implementation of monitoring and evaluation strategies and activities, working with the M&E position on the existing monitoring framework and integrating the framework into the new Justice Data Solution, ensuring accurate and timely data collection, designing impact studies and other strategic research, etc.
  6. Help ensure effective monitoring, evaluation and data gathering from partner activities, ensure partners are equipped to record relevant data and report it.


Maintain and Strengthen Sub-Grant Management: Manage sub-grant processes from start to finish to ensure full compliance, effective, and quality delivery of sub-grant project by partners.Assistance for External Grant Management (IOM & Winrock): Understand compliance requirements and provide quality assurance on reporting to meet those requirements

  1. Collaborate with any external partners to gain understanding of reporting requirements;
  2. Understand the existing set of external grant reporting best practices and processes in grants
  3. Understand Cambodia grant management processes, policies and standards
  4. Assist conceptualizing proposal in pursuing grant opportunities
  5. Maintain and refine a set of sub-contract administrative practices
  6. Provide supportive coaching to related IJM program staff in their management of existing sub- contracts to implementing partners;
  7. Ensure clear communications of sub-grant requirements to partners
  8. Provide support as-needed to select implementing partners and serve as grant technical manager to strengthen their ability to meet their reporting requirements;
  9. Support IJM program staff with implementing partner capacity building efforts;
  10. Develop "lessons learned" from IJM Cambodia's partnership program


Capacity building, Coaching and Process Improvement: Help to identify road-blocks to impact and create strategies to address them.

  1. Evaluate barriers within IJM and sub-grant partners that keep program activities from progressing or prevent our work from growing in scale. Work with the HOD to design a strategic response and carry out the response to overcome barriers;
  2. Work with different program team to understand and seek improvement of their business processes to improve reporting quality and plans. Regularly attend casework weekly meeting and Community and Church Engagement meeting for learning and reflection on reporting with IJM program leaders to identify gaps and make plan for improvement
  3. Connect with sub-grant partners to understand their progress and challenges and lessons learned to do course correction for successful sub-grant implementation


Documentation, & Data Management: Ensure all essential data is captured and readily accessible for all purposes (project management, partner management and evaluation, M&E, data analytics, communication and storytelling, etc.).

  1. Work with HODs to ensure all required data is captured from the field accurately and in a timely manner, and oversee the management of IJM’s justice data systems;
  2. Advise on an improved document management within the office, with the aim of a simple, clear and user-friendly document management system embedded within current IJM information infrastructure;
  3. Work with partners to help ensure partner data is brought into the IJM justice data system and M&E framework to enable effective partner management and overall program impact evaluation.


Networking & Partnership: Develop and maintain excellent relations, alliances and coalitions within the IJM Forced Labor Slavery Hub in order to: exchange regular information and updates, give and receive support and assistance to and from other Hub teams, and work in alignment to meet objectives of the Hub and Field Office program goals.

  1. Ensure seamless business processes and work synergy with the IJM Bangkok team on our joint Thai-fishing focused project elements, and with any new IJM programs as they commence;
  2. Work closely alongside Program Management counterparts in the Hub to enhance the unity and alignment of the Hub programs;
  3. Ensure each Cambodia team leader is proactively developing relationships and synergies with their respective Hub counterparts.


Education & Experience:

  1. Graduate degree in International Development, Monitoring & Evaluation, Law, Social Work or a related field, or equivalent work experience;
  2. At least five years’ experience in Program/Project Management, Program Management certification desirable;
  3. Experience providing legal or social work case management services to victims of violence;
  4. Knowledge of Cambodia’s public justice system, laws and policies, diplomatic protocol, and relevant CTIP stakeholders;
  5. Experience working alongside and providing technical support to government agencies through workshops, committees, forums or technical working groups;
  6. Experience training/equipping/teaching peers and technical experts.


Technical Competencies:
Proven ability to improve results and impact of projects through program management and program improvements and innovations;

  1. Research and development skills;
  2. Proficiency in program design, monitoring, evaluation, and reporting;
  3. Effective and meticulous organizer, planner and implementer;
  4. Excellent coaching and training skills;
  5. Ability to delegate, manage and carry out projects without supervisory authority over peers;
  6. Strong  written  and  verbal  communication  skills  in  English.  Khmer  language  skills desirable.


Non-Technical Competencies:
