The Need:
IJM is seeking a qualified, creative and committed professional Lead, Local Government and Partner Engagement to develop diverse partnerships to enhance the effectiveness and expand the scope of IJM Cambodia’s project impact. This position will envision, develop and execute IJM Cambodia’s strategy to mobilize, connect and equip provincial committees for counter-trafficking (PCCT), local grass-roots organizations, community leaders and businesses/ corporations. These actors will serve as agents of change to identify labor trafficking in their communities and refer cases; support survivors of trafficking who return home; build connections between vulnerable people, civil society, NGOs, corporates/employers and public justice officials to ensure a flow of services from rescue to restoration; and grow provincial movements and inspire community groups to raise their voices to end labor trafficking in their communities.

This position is based in Phnom Penh, Cambodia and reports to the Head, Community & Client Engagement.

Roles and Responsibilities:
Leadership: Responsible to communicate and drive Community Engagement vision and strategies in alignment with overall Partnership strategies. Contributes to new partner initiatives and processes to enhance and expand the scale of IJM’s program in Cambodia.

Strategy & Knowledge Development & Implementation: Responsible to develop strategies that lead to community stakeholders engaging with IJM and IJM’s clients so as to amplify the program impact and accelerate achievement of goals.
1.    Develop strategies to target key NGOs, local government officials, community development leaders, schools, colleges and corporates to enhance IJM Cambodia’s casework, partnership and system reform efforts. Specifically:
a.    Community members understand how to identify trafficking and refer cases;
b.    Returning survivors have a web of support in their communities;
c.    Vulnerable populations experience greater connectedness with police and other government departments and increased trust in the public justice system;
d.    IJM’s partners gain access to our community networks, and vice versa.
2.    Equip agents of change such as large corporations, local businesses, and local community groups with the ability to drive system reform through targeted advocacy efforts, messaging, etc.

Networking & Partnership: Responsible to map, develop and maintain relations, alliances and coalitions within and outside the organization with key community service providers and stakeholders for active engagement and enhancement of IJM’s programs.

  1. Leverage existing networks and relationships to provide concrete casework and advocacy gains for IJM’s anti-trafficking work;
  2. Represent IJM at conferences, workshops and other forums, growing the network of leaders and influencers who are supportive of and excited by IJM’s work in Cambodia;
  3. Develop and maintain relationships with key provincial government partners – leveraging those relationships to support and advance any and all of IJM Cambodia’s goals;
  4. Initiate new relationships in the private sector to open doors into supply chain issues and activate the powerful corporate voice to strengthen the response of the public justice system to TIP.


Training and Development:

  1. Lead the development of tools, curricula and other content to equip community stakeholders why and how they can combat labor trafficking in their communities, and deliver trainings in strategic locations to strategic audiences, ensuring impact of trainings are measured and assessed.
  2. Coordinate with LPE to ensure alignment and integration of training curriculum between the national and provincial levels.
  3. Work closely with the Lead, Community and Survivor Voice to initiate relevant projects in mobilizing and empowering community actors and promote IJM Theory of Change in community events.


Events and Logistics:

  1. Organize and host strategic events to promote meaningful dialogue and conversations around IJM’s theory of change with stakeholders.
  2. Lead community engagement events strategically and effectively


Education & Experience:

  1. Graduate   degree   in   humanities,   social   work,   law,   human   rights,   international development or related field, or equivalent work experience;
  2. At  least  seven  years’  experience  engaging  diverse  community  groups  and/or  local government actors to drive project impact;
  3. Experience addressing trafficking in persons in Cambodia strongly preferred;
  4. Experience working alongside complementary NGOs to deliver program objectives;
  5. Project management experience and capacity-building experience desirable.


Technical Competencies:

  1. Excellent, proactive networking skills, able to obtain concrete outcomes from network connections;
  2. Skills in community/grass-roots capacity building and engagement;
  3. Great interpersonal skills with the ability to work well as part of a team
  4. Project management;
  5. Proficiency in project data management – familiarity with case management and tracking systems and databases;
  6. Knowledge of international trafficking instruments and understanding of labor trafficking laws and their practical application;
  7. Strong public speaking and written communication skills;
  8. Skilled in English speaking, reading and writing, and fluency in Khmer preferred.


Non-Technical Competencies:
