The Need:
IJM is seeking a qualified, creative and committed professional Lead, Human Resources and Recruiting to provide administrative and coordinative support for all aspects of HR including hiring, performance management, training and development, and employee separation. This position will research, maintain documentation, draft memos, implement events and handle HR transactions to ensure smooth functioning of operations. This role will also build bridges with the employees to ensure adequate staff care is provided. It also consists of maintaining the FO contracts and agreements, policies and procedures, insurance, expat visas and work permits and planning and coordinating the FO events and retreats.
This position is based in Phnom Penh, Cambodia and reports to the Head, People Operations.
Roles and Responsibilities:
Strategy & Knowledge Development & Implementation:
- Assist in planning and implementing employee engagement activities;
- Conduct fun activities for staff on a regular basis to create a well-balanced environment;
- Plan, organize and execute the onboarding and offboarding process including scheduling orientation, paperwork and resources for all new hires/interns/fellows;
- Plan, organize and execute the FO staff care program and employee engagement activities by working with the FO leaderships, external debriefing service provider on scheduling the debriefing sessions and HQ staff care related personnel to get guidance to ensure it implements effectively;
- Assist the department head in aligning HR functions to the program;
- Support in other functions with the performance management system, assist in identification of training needs, and documentation of the evaluations;
- Identify and develop creative ways to support the recruitment and selection process.
Networking and Partnership:
- Work with Ministry of Foreign Affairs and MOI’s Immigration Department in acquiring and extending an eligible valid visas and work permits for all expat staff, international interns, fellows and volunteers;
- Identify and work with external vendors to obtain gift vouchers and other employee encouragement related materials;
- Develop a network of professionals within NGO partners including Chab Dai members and other professional forums to identify talent;
- Build internal relationships with employees, interns and fellows to encourage, support and motivate them to accomplish their goals;
- Coordinate with the other functions to support them with all required HR functions.
Policies and Procedures:
- Assist in drafting and reviewing HR best practices, policies, and procedures.
Communication:
- Arrange for advertising or posting of job vacancies, and notify the internal employees of position availability;
- Proactively communicate with job applicants throughout the recruitment and selection process.
Training and Development:
- Develop employee Training and Development program for the FO;
- Work with department head to identify training needs for the employees and recommend training programs relevant to employee development (technical and non-technical);
- Regular identify list of workshops, seminars and other relevant events for each year to have IJM participate;
- Monitor the progress and impact of the training programs and report to the department head.
Research, Program Management and M&E:
- Develop and maintain a tracker of interview applicants, monitor status and ensure proper closure following the process.
Documentation, Reporting & Data Management:
- Assist in drafting memos, power points and policies;
- Compile and prepare reports and documents pertaining to personnel activities including recruitment and selection, training and development, performance evaluations of employees, close-out evaluations of interns/fellows, and personnel leaves of absence;
- Administer and document all IJM Cambodia’s contracts and agreements in a professional manner;
- Assist the department head to manage the filing, storage and security of documents (employees’ ISOPREP, emergency contacts, etc.), and liaise with and provide reports to Cambodian Government Ministries as needed.
Events and Logistics:
- Plan, organize and execute the FO events and logistical arrangements (meetings, appointments, conference calls, FO trainings and retreats, etc);
- Coordinate with external event, workshop, and seminar organizers to gather information, make payments and ensure IJM employee participation;
- Coordinate logistical arrangement including airfare, airport pick-up, and hotel arrangement for IJM staff and HQ visitors.
Clerical and Administration:
- Collaborate with relevant functions within the office to plan orientation;
- Ensure the job descriptions are posted externally on website, Chab Dai newsletter, ICF Info Flow, Facebook, Church, etc.;
- Plan and organize day-to-day office administrative operations and procedures;
- Ensure that letter in/out is processing properly including opening and date stamp to the letters and all general correspondence;
- Provide translation for work-related documents from English to Khmer and vice versa;
- Maintain insurance coverage (staff, staff families & vehicles);
- Be the POC for medical insurance reimbursements and claims;
- Serve as the administrative POC for interns and fellows’ arrival and departure;
- Pay IJM’s office rental and maintain the good relationship and communications with the landlord in a professional manner;
- Prepare and file the monthly timesheets of non-computer team members (janitor and security guards) and ensure timely submission of timesheets to the finance team each month;
- Assist in obtaining other paperwork for employee such as confirmation, employment verification, letter of recommendation and experience letter.
General tasks:
- Monitor FO recruiting inbox, respond, and shortlist and update applicants regularly; provide smooth coordination throughout the FO hiring process;
- Support the performance management system with clear documentation.
Education & Experience:
- Graduate degree in human resources management, law or related field;
- At least 3 years of experience in handling HR Operations;
- Any other form of human resources certification is an added advantage;
- Computer proficient in Microsoft Office.
