The Need
IJM is seeking a qualified, creative and committed professional Lead, Field Operational Security to provide the safety to staff who are participating in the field of operations, investigation, and in potential threat areas by monitoring staff movement, constantly communicating with them, arrange transportation, security logistics, and acting as a bodyguard to our staff when needed. This position will identify any risks related to the investigation, operations, victims rescue, and take immediate actions to mitigate any risks to avoid any threats and dangers to our staff.

This position is based in Phnom Penh, Cambodia and reports to the Head, Security and dotted- line to SSFP.

Key Result Areas:

  1. Protect our staff and victims in the field or in operations by being a bodyguard, a vehicle convoy, and a security staff;
  2. Monitor tracking movement of staff in the field for their safety and ensure staff safely return to the office with safe and sound;
  3. Prepare  security  equipment,  reliable  communications,  vehicles  for  operations,  and emergency contact;
  4. Identify any risks related to cases and operations plan and mitigate these risks accordingly;
  5. Respond immediately if staff are in any danger or threats.


Roles and Responsibilities:

  1. Implementation and Procedures: Responsible for the protection of staff and prevention of any risks may arise to staff, client, victim, partners during investigation, operations, rescue, police liaison, court process.
  2. Responsible for security of all staff in operations and field.
  3. Protect staff during the investigation, arrests, court process as well as client and victims if needed.
  4. Implement security procedure during emergencies such as riots, robberies, threats, risks, conflict, arrest, court procedure, staff evacuation etc.
  5. Work with casework and aftercare closely to a security plan and provide input about the security and risk to the plan.
  6. Build  good  relationship  and  communication  with  stakeholders  such  as  police  and partners.
  7. Drive the casework and partnership team when needed.


Skills & Knowledge Development & Implementation: Responsible for identification of threats and risk to IJM’s operations and the response timely to mitigate the risks and avoid threats. Provides security protection, briefing, and debriefing as threats or critical incidents arise.

  1. Collaborate with casework team and provide security support appropriately;
  2. Identify and evaluate threats and risks to the safety and security of casework staff;
  3. Provide guidance and recommendations to field office staff and leadership for the safety, security and protection of staff;
  4. Prepare threat assessments and conduct safety and security reviews for IJM staff, clients and casework through attending a regular case management meetings with casework team, then assigning a security risk level for each case;
  5. Develop, implement and review risk mitigation strategies and operational security plans for field work in collaboration with other IJM teams;
  6. Debrief security related critical incidents and document strengths, gaps, and lessons learned.


Communication: Organized planning, delivering, monitoring and revising security-related communication, both internally and externally.

  1. Constantly communicate with the team about their plan, during operations, and lesson learned.
  2. Report to the supervisors about any risks, threats, concerns, lessons learned from the casework support.
  3. Building good relationship with stakeholders like police, partners, insurance companies.


Training and Development: Responsible to ensure all personnel and visitors are adequately trained and equipped in safety and security practices. Evaluation of staff security readiness and level of competence.

  1. Work with SSFP to identify training opportunities for casework staff and aftercare to ensure they are capable and confident in their work.
  2. Assist in the selection/training of field office and contract security personnel;
  3. Ensure that security guards and drivers are well serviced, trained, and equipped to the required standards;
  4. Manage the efficient schedule of rented vehicle, complete required vehicle rental form and process payment;
  5. Vehicle hire/lease vendor to be identified and a vehicle change out procedure to be implemented for investigations and casework team.


Casework: Regular casework responsibilities including field work, aftercare, survivor meetings, debriefing etc.

  1. Attend all casework, survivor, aftercare, investigation, and court process meeting.
  2. Work with casework closely for security advice, support, and arrangement
  3. Drive casework for any operations, investigation, and court process.


Events and Logistics: participate in providing a security and safety to staff in the events to the events related to eventing planning, security logistics, convoys, surveillance, and site safety and security assessment.

  1. Ensure security equipment are available and utilized in the events
  2. Conduct the site safety and security assessment in advance
  3. Write a security plan in advance for these events


Fieldwork Projects:

  1. Provide on-the-ground expertise in response to critical incidents and input to field office leadership on crisis management;
  2. Provide on-the-ground expertise in response to emergent threats to IJM personnel and property;
  3. Manage  security  requirements  for  special  events,  including  visits  by  donors,  IJM executives, etc.;
  4. Assess the security of external locations where IJM will be hosting events (as requested);
  5. Monitor the location and verify the safety of field office staff;
  6. Conduct surveillance detection and counter surveillance to identify possible threats to staff and clients;
  7. Gather intelligence pertinent to the security of the IJM office, clients, or staff;
  8. During rescue operations and other major casework operations, perform the role of the security officer, coordinating security related logistics and ensuring the security of all staff and clients.


Education & Experience:

  1. University degree in relevant field;
  2. At least two years’ experience in managing security operations, investigation, preferably for non-profit or international organizations; and physical, protective, and operational security (relevant law enforcement and/or military experience will be considered);
  3. Expertise in the analysis of security threats, risks and vulnerability in Cambodia;
  4. Experience in crisis management;
  5. Experience working in a multi-disciplinary, cross-cultural environment.


Technical Competencies:

  1. Proven ability to design, successfully implement and review tactical security operations in the field;
  2. Strong oral and written communications skills;
  3. Fluent in oral and written English and Khmer;
  4. Computer literate with a high level of proficiency in Microsoft Office;
  5. Valid Cambodian driver’s license.
