Location        :    Arbitration Council Foundation (ACF) office, Phnom Penh
Reporting to  :    Training and Relations Manager (TRM)
Salary Range :    $ 1,000- $ 1,300 (Based on qualifications)
Work hours    :    The IRT will work full time (40 hours per week) from Monday to Friday during the hours below:

Morning:   8:00 A.M. to 12:00 P.M.
Afternoon: 1:30 P.M. to 5:30 P.M. or 2:00 P.M. to 6:00 P.M.

Due to the nature of the work, ACF personnel are sometimes required to work outside normal hours because of necessary events or meetings. For this reason, the IRT is expected to be flexible and may be required to work outside of normal hours.

I-    Organisational Background:
The Arbitration Council Foundation (ACF), a registered not-for-profit foundation, provides technical, legal, and management support to the work of the Arbitration Council. The ACF has personnel working in teams, including Executive Management; Legal Services; Training & Communications; Finance & Administration; and Monitoring & Evaluation.

The Arbitration Council (AC) is internationally and nationally recognised as Cambodia’s premier labour dispute resolution body. A national institution for resolving labour disputes and provided for under the Labour Law (1997), it is supported by the Ministry of Labour and Vocational Training, employers, and unions.

ACF is actively implementing its program called, Dispute Prevention and Resolution Program (DPRP) in some selected enterprises. The programme aims to strengthen the capacity and skills of employers, trade unions, and workers' representatives so that they can proactively and actively engage in dispute prevention and resolution in their workplace.

The IRT is expected to deliver high-quality results for ACF in the implementation of training and outreach programs, which includes improving  communications, social dialogue, and workplace relations at the enterprise and sector levels. In particular, the IRT will be working with a number of selected enterprises to provide knowledge and skills on dispute prevention and resolution, and ensuring their dispute prevention and resolution program and activities are functional, effective, and sustainable. The IRT’s responsibilities are divided into the following areas.

1.    Training on Workplace Dispute Prevention and Resolution Program
  • The IRT will work in close cooperation with the Legal Services Department, Arbitrators and others to develop, coordinate, and implement effective training strategies for the ACF. These responsibilities includes, but is not limited to, the following tasks:
1.1    Assessment of Training Needs
  • Develop necessary tools and systems for assessing the training/capacity building needs of relevant groups and generate regular and need-based reports.
  • Assess/re-assess the training/capacity-building needs of employers and workers of selected enterprises for enhancing their ability to improve workplace cooperation and communication skills for negotiation.

1.2    Deliver the Training Modules
  • Develop training manual, curriculum for ACF training programs using the result from the training need assessments.
  • Design/re-design attractive and active training materials and provide necessary update and improvement of the materials as required.
  • Take lead in coordinating, discussions, and communications with core trainers and enterprises to ensure quality training and achieve outcomes inclusive of gender equality.
  • Work with all selected enterprises to enable training on dispute prevention and resolution program.
  • Deliver the training session using participatory approaches to ensure the quality of the trainings and reaching training objectives and goals.
  • Manage information and data of participants and their learning achievements for monitoring and evaluation.

1.1    Evaluation the Impacts of the Trainings
  • Evaluate the efficiency, effectiveness, and impact of training and trainers.
  • Collaborate with the ACF Monitoring & Evaluation manager regarding monitoring and evaluation of trainings.
  • In collaboration with concerned parties, organise reflection workshops on outreaching and training program implementation, evaluation, and improvement.
  • Inform ACF management team for future strategic direction development by using reflection results.
  • File document of the impacts and produce success story for the program.

2.    Communications & Networking
  • The IRT will work in close cooperation with all selected enterprises and relevant ACF departments to develop, coordinate, and implement effective communications strategies, information systems, and partnerships between the ACF and the enterprises. These responsibilities includes but is not limited to, the following tasks:
  • Participate in ACF Management Team meetings, and other meetings or events to update and improve the progress and achievement of the partnership, outreaching, training and dispute mechanism component.
  • Work with Monitoring and Evaluation Manager to draft progress reports and prepare success stories for publications.
  • Perform other tasks as requested by the ACF Executive Office.

II-    Duties and Responsibilities:
  • The IRT, as a senior role within the Executive Management Team (EMT), will share responsibilities in the management of ACF, including the initiation and development of strategies, policies, and tools to ensure strong support to enhance good governance of the AC/F.
In consultation with Executive Director, DED, TRM, and collaborating with the EMT, the IRT is responsible for key aspects of the ACF internal management to ensure it consistently achieves its organisational and overall management of the partnership, outreaching, training and dispute mechanism component including the coordination and performance management.
