Hile Teuk Kampuchea (HTK) is a newly registered NGO in Cambodia. HTK is a drowning prevention organisation working in partnership with SWIM Cambodia http://www.swimcambodia.org/ to prevent child drowning through teaching Water Safety, Lifesaving skills and Survival Swimming skills. HTK is seeking a qualified Cambodian candidate for the position of Executive Director.

REQUIREMENTS
- Bachelor’s degree in a relevant area
- At least 5 years NGO or Private Sector project management experience
- Good communications, negotiation, presentation and interpersonal skills.
- Knowledge of strategic planning
- Experienced in fundraising and proposal writing.
- Good experience overseeing financial management and budgeting.
- Fluent in oral and written Khmer and English language
- Competent in using Microsoft Word and Excel computer software.
- Commitment to HTK’s mission which is to reduce child drowning and to leading the delivery of drowning prevention activities which are high quality, safe, evidence- based and effective.

HTK Executive Director Job Description
Reporting to: Hile Teuk Kampuchea (HTK) Director and HTK Board.
The Executive Director will recruit and manage a team to deliver safe and effective drowning prevention interventions, Hile Teuk Kampuchea (HTK) is looking for a motivated and determined leader with experience to put together strategic plans into practice, generating funds, recruiting candidates, and mobilising a new team of HTK workers. The Executive Director will be based in either Phnom Penh or Siem Reap.
Position Overview:
This position requires a dynamic, inspiring leader who is strongly committed to leading by example, developing growth and the manage drowning prevention projects.
This is a one-year fixed-term position. It is hoped the position will be extended hoped, once funding is secured. The Executive Director (ED) will work with the HTK and SWIM Cambodia boards to develop the HTK strategic and to recruit and mobilise a team. The ED will develop working partnerships, working to integrate safe and effective delivery of drowning prevention education into the local school system.
The Executive Director Responsibilities
Strategy
- Preparing fundraising and business plans for the attainment of the aims and objectives specified by the board of directors.
- Designing and putting into practise ways to further HTK's purpose
- Create fundraising campaigns with the HTK board and SWIM Cambodia
Governance & Performance
- Ensure that all required reporting and submissions to government ministries are completed in accordance with the law and deadlines established by pertinent government ministries.
- Ensure that adequate safety procedures and measures are in place to protect staff, students, and others who are being educated both in-water settings and in classrooms.
- Analyse HTK's monitoring data and performance.
- Implement interventions informed by the Cambodia Sustainable Goals, National Strategic Development Plan 2019–2023, and WHO Prevention Drowning Implementation Guide 2017 to ensure HTK's activities are evidence-based and employ recognised outcome metrics.
Communication & Partnership Development
- Networking/ Influencing to build effective working partnerships.
- Carefully create a collaborative relationship with other drowning prevention organisations.
- Speak on behalf of HTK to raise awareness of the organisation and promote drowning prevention measures in Cambodia.
- Regularly update the Board of Directors, the HTK staff, the Khmer-speaking public, and the English-speaking public on the organization's development and all active projects.
- Create academic alliances to promote and support the evidence-base for drowning injury monitoring and drowning prevention.
- Influence and develop agreement with MOEYS to integrate drowning prevention education into the National School syllabus
- Cooperate on fundraising, training, and development with technical partner SWIM Cambodia (a UK charity).
Operational
- Control everyday activities to ensure the long-term success of the HTK.
- Assure that HTK policies are recognised and followed, working with the HTK board to create new and updated policies as required.
- Plan, actively manage, and oversee HTK's plans and operations while guaranteeing the company's financial stability.
- Assure HTK meets project/program objectives on schedule.
- Assure the implementation of effective monitoring, evaluation, accountability, and learning processes across HTK's work.
- Be willing to take the initiative when making decisions, when needed.
- Use creative thinking and lead decision-making.
- Managing processes such as hiring, probation, firing, and employee development.
- Ensuring that strong risk management solutions are developed and ready to respond to incidents and safeguarding concerns that may arise.
- Following the occurrence of a significant incident or safeguarding issue, take the lead on crisis management and incident investigation.
- Ensure that each employee receives regular supervision and an annual review.
- Recruiting and mobilising
- Oversee the hiring of the first HTK team, which consists of coordinators, an administrator, and teachers of water safety and survival swimming.
- Assemble and mobilise a strong team while supporting, advising, and coaching coordinators and managers.
- Promote a culture of cooperation, support employee growth, and encourage staff accountability.
- Organize, inspire, and mentor HTK managers and team leaders to strategically extend the organization's impact programmes in order to successfully carry out its critical goal.
Financial Management
- Take an active role in budgetary control, regularly update the board on financial information, and try to ensure the organization's financial stability.
- Effectively handle accounts and budget creation for all HTK costs, promptly alerting the HTK board to any problems.
