Qualifications and Requirements:
- Master’s degree(s) or higher in water resources management, environment, or relevant discipline with at least 15 years of work experience.
- Experience with drought management projects/programmes and hydro-met data analysis is mandatory.
- Advanced knowledge and extensive experience with Geographic Information Systems, Remote Sensing Analysis, and land use planning are advantages.
- Demonstrated experience in programme/project design, including previous assessments, stakeholder consultations, defining organisational and financial requirements, roles and responsibilities of implementing partners, and logical framework analysis (e.g., determination of the development objective, work breakdown structure, outputs and activities, performance indicators).
- Proven ability to effectively implement programmes/projects in a multicultural and international environment, in particular with relevant line agencies of the MRC Member Countries.
- Previous experience in the Mekong River basin, preferably working with or for the Mekong River Commission.
- Fluency in English, both written and spoken, is required. Working knowledge of any Mekong riparian language(s) is an advantage.
- Good knowledge of Microsoft Office and Microsoft Project is mandatory.
