Mid-term evaluation of the Strategic Plan of Open Development Cambodia (ODC)

Purpose of the Evaluation: ODC is reaching the midway of its 5-year Strategic Plan 2021-2025, which guides the work and direction of our short and mid-term activities. As stipulated by the Strategic Plan, ODC is currently looking for an external consultant to conduct a mid-term evaluation of the implementation of the plan. In short, the consultant will conduct a thorough assessment of progress against the workplan and objectives of the Strategic Plan.
Scope of Work:
The consultant will be expected to fulfill the following activities/tasks:
- Upon signing the contract with ODC, the consultant will discuss the proposed workplan with the Executive Director and the Management team and submit a reviewed version.
- Arrange meetings with the Executive Director, Management Team and staff as needed in order to collect sufficient information.
- Review the monthly and annual assessments conducted by the different ODC teams.
- Assess the work of ODC for the period 2021-2023 against the Monitoring and Evaluation Indicators.
- Compile all the information gathered and produce a Mid-Term Evaluation Report of the Strategic Plan (25 pages). The Report will cover the different aspects as per described in the Strategic Plan. The layout and content will be engaging, clear and include data visualizations.
- Produce an Executive Summary to highlight key ideas (3 pages).
- Present the evaluation results to the ODC team. If inputs and suggestions are requested, the consultant will incorporate them into a reviewed report.
- The consultant might organize additional workshops, meetings or focus groups if needed.
Expected deliverables:
The consultant will commit to the following deliverables:
- Submit a Mid-Term Evaluation Report of the Strategic Plan, ensuring that it meets the expected quality standards (25 pages).
- Submit an Executive Summary (3 pages), containing:
- overview of main evaluation results
- major achievements
- major limitations
- recommendations to meet the Strategic Plan goals by 2025
- The Mid-Term Evaluation Report and the Executive Summary will be submitted in English.
- Host a workshop to present the evaluation results to the ODC team (Executive Director, the Board, management team and staff) as well as ODC donors and partners.
Qualification Requirements:
- Bachelor’s Degree in a relevant discipline to the area of Additional specific training in M&E and will be an asset.
- Proven experience in strategic planning and project evaluation in nonprofit organizations in Cambodia or in the region.
- Highly detailed-oriented, with self-initiative to suggest new improvements and actions.
- Excellent communication skills in English (knowledge of Khmer is not a requirement).
- Flexible creative-thinker able to cope with change and effectively incorporate modifications and feedback along the process.
