ODC is looking for a new full-time Project Officer (Extractive Industry Revenue) to join the team. On the one hand, this role will involve substantive research in the field of extractive industries. He/she will be expected to collect data on the amounts and sources of revenues from extractive industries in Cambodia and prepare information to be published on the ODC platform. On the other hand, the Project Officer will be responsible for monitoring all project activities in the field of extractive industries implemented by both ODC and its partners. Hence, he/she will provide regular updates on project implementation progress against the workplan. In addition, the Extractive Industry Revenue Project Officer will also responsible for producing project reports and supporting relevant trainings, workshops and other meetings with key stakeholders and implementing partners.
Key Responsibilities:
- Conduct research on the different types of revenues and taxes derived from extractive concessions in the subsequent exploration and extraction phases (Environmental funds, social funds, community funds, signature bonus, CSR…)
- Identify potential sources of data on extractive revenue, including primary and secondary sources. To do so, this position will closely collaborate with relevant ministries/provincial department and relevant stakeholders in order to collect primary data on revenues from mining, oil and gas concessions (exploration and extraction).
- Identify technical challenges pertaining to data collection, cleaning and organization on the ODC platform. Collaborate with pertinent ODC staff to improve them.
- Collaborate with the Editor Team to compile news, announcements, law records and library records related to revenues from extractive industry issues, and publish them on the ODC platform.
- Coordinate with the IT Team to design and develop a new profile page on public revenues from extractive industries, as well as related topic pages based on the universal taxonomy.
- Maintain an up-to-date dataset profile on public revenues from extractive industries.
- Participate in outreach activities to raise awareness and promote data-sharing in the area of revenues from extractive industry. This includes providing support to the different activities conducted by ODC and its implementing partners, such as trainings and workshops.
- Drafting project reports for both internal use and to share with donors and partners.
- Coordinate with the Communication Team to design a package of Information, Educational and Communications (IEC) materials on extractive industries. This might include videos, podcasts and infographics on open data on extractive industry in Cambodia.
- Represent ODC at different relevant meetings and events, as assigned.
- Perform other tasks, as needed or requested.
Qualification Requirements:
- University degree in environmental studies/science, natural resources management, natural sciences and geology, development studies, development economics, media and communication, or other relevant areas such as law, economics, political sciences, public/social policy, etc.
- A postgraduate degree in one of the abovementioned areas. Otherwise, an undergraduate degree with 2 years of working experience in civil society organizations, and/or government, preferably.
- Demonstrated quantitative research experience in the fields of development, development economics and/or environmental issues. Previous experience working in research teams/groups.
- Good data collection skills, both for secondary (web) and primary data.
- Previous experience in project management tasks (report writing, monitoring and evaluation).
Strong interpersonal skills and demonstrated ability to work effectively in a dynamic team.
- Demonstrated ability in problem-solving and taking self-initiative to achieve the objectives.
- Sound knowledge of various research and data tools, namely software and programs for data analysis and data visualization (R, SPSS, Stata, Word Press, blogs, Datawrapper, Tableau, among others). GIS and mapping skills will be a plus.
- Excellent oral and written communication skills in both Khmer and English. Knowledge of additional languages will be an advantage.
- Demonstrated flexibility and capacity to work autonomously, handle multiple tasks and meet deadlines.
