The Managing Editor is responsible for the daily operations of the content published on the website, ensuring the timeliness and standards of publications, as well as the accuracy and completeness of the information. In consultation with the Executive Director/Editor in Chief, the Managing Editor provides strategic oversight and management for research contributions to ODC content. This includes the supervision of editorial staff as well as relevant partnerships and collaborations with other institutions. In addition, the Managing Editor will represent ODC in a variety of events and contribute to the training activities hosted by the team.

Details Tasks and Responsibilities:

  1. Together with the Executive Director and editorial staff, define a plan for content creation and publication based on ODC’s universal taxonomy. The Managing Editor will be responsible for identifying and prioritizing topics, and assigning tasks to respective staff.
  2. Review and provide feedback on the content produced under the following projects:
    • Cambodia ICT and Digital Forum (CamIDF): https://www.camidf.net/
    • Cambodia’s Digital Economy Portal (DEP): https://www.dep.kh/
    • Cambodia ICT Camp: https://cambodiaict.net/
    • Learning platforms
  3. Review and produce research topics based on ODC universal taxonomy
  4. Track updates from reliable sources (government, international/local organizations, and well-known think tanks in the region) and advise ODC team on improving the existing content.
  5. Represent ODC at various national and international events, such as workshops, conferences and meetings with key stakeholders.
  6. Supervise and review the reports produced by the team, and share them with the Executive Director.
  7. Contribute to the preparation of project proposals, fundraising and annual organizational reports.

  9. Supervise editorial staff and monitor their daily performance to ensure that timelines and standards are met. Editorial staff refers to team members who contribute to content, i.e. editors/researchers and mapping/data specialists.
  10. Coordinate with the OD Mekong managing editor and other country partners on the research and editorial standards, the identification of problem areas, and shared or complementary content and research.
  11. Describe roles and scopes of work for various editorial contributors, including staff, volunteers, contractors, and external agencies.
  12. Train, guide, supervise and evaluate assigned editorial staff and other content contributors.
  13. Consult with the Executive Director/Editor-in-Chief and work collaboratively with the ODC Admin and Finance Unit to strengthen organizational staff capacity to improve enabling environment, effective work toward future sustainability, and achieve goals of the organization and programs.
  14. Together with the ODC Admin and Finance Manager, planning budget and annual staff capacity building needs include project management, leadership, communication, research, data literacy, and other essential skills per capacity need assessment and staff requirement by unit.
  15. Grow institutional partnerships in the framework of key research areas. This may include delegating, advising and monitoring team members to coordinate with various partners.
  16. Provide guidance to the Librarian of the CKAN datahub to identify research resources and guide researchers in their use and to develop the library collection, thus keeping with standards and priorities.
  17. In consultation with ODC team members, develop and manage a strategic volunteer program, by:
    • Identifying potential volunteer sources and developing institutional partnerships with academic institutions and volunteer organizations to support recruitment and management of volunteers.
    • Recruiting volunteers, including long and short term volunteers, international and national interns, professional volunteers, and part-time volunteers. Orienting and training volunteers in coordination with other staff and partner institutions.
    • Supervising and evaluating assigned in-house (editorial/research) volunteers or assigning their supervision to relevant team members and monitoring that supervision.
    • Coordinating with and providing feedback to institutions offering interns and volunteers.
  18. Cooperate with ODC team members in order to develop and initiate a promotion strategy and related outreach activities.
  19. Coordinate user testing and focus groups in order to provide feedback on the site.
  20. Manage the team Project Management planner with assigned staff.
  21. Support the Executive Director in strategic and work planning.
  22. Perform other tasks, as needed or requested.

Qualification Requirement:

    • University degree in media/communications, social sciences, or other relevant areas such as journalism, law, political science, economics, environmental science. Graduate degree preferred OR equivalent experience.
    • At least 3 years of work experience in promotion, training, and/or research or other relevant area.
    • Demonstrated social media and writing/research skills both in English and Khmer.
    • Demonstrated understanding of principles of marketing, adult and youth education, and the skills to apply those principles in developing strong outreach materials and effective training programs.
    • Computer expertise (word processing, spreadsheets, PowerPoint, internet research).
    • Strong leadership and organizational skills, and demonstrated ability to take appropriate initiative.
    • Excellent communication and interpersonal skills.
    • Willingness to work as a team and be flexible.
    • Understanding of, and interest in, development, economic and/or environmental issues.
    • Proficiency of other languages (especially Vietnamese, Chinese, Thai, Korean), is a plus.
    • Strong commitment to objective and neutral research and academic standards.
    • Strong desire to promote Cambodia’s sustained development.
    • Willingness and ability to travel throughout Cambodia.
    • Willingness to respect ODC’s principles and code of conduct.
