WCS has been working in partnership with the Royal Government of Cambodia since 1999, providing technical advice and support for the conservation of key habitats and species across the country.
The WCS Cambodia program is growing rapidly! We are expanding our team and are looking for applications from qualified candidates to fill the following position. Detailed job description of the position is attached.
This role provides the focal point for general Law Enforcement (LE) activity within Keo Seima Wildlife Sanctuary (KSWS). The incumbent has particular responsibility for the management of the KSWS LE Strategy. This is a 5-year, staged development plan designed to improve the effectiveness of the all the LE elements in KSWS, including the Community Patrols (CPs).
The role will involve:
- Liaison with official LE agencies operating in an around KSWS;
- Tracking the development plan to ensure it remains on course;
- Organizing and participating in training events;
- Assisting with logistics, including procurement.
The position has line management responsibilities and will work closely with the Landscape Technical Manager (TM), the National Conservation Technology Manager, and the Regional Site Based LE Adviser.
Key Duties and Responsibilities
- Act as the focal point in WCS KSWS for all law enforcement matters. This specifically includes oversight of the CP program.
- Implement the KSWS LE Strategy.
- Provide day-to-day management and direction of those elements of the WCS Senmonorom staff engaged in LE support activities. This includes the CP Liaison Officers. It may include other staff.
- Close and mutually reinforcing liaison with the KSWS Conservation Technology team.
- Liaise closely with partner Law Enforcement Agencies (LEAs) who operate in and around KSWS, specifically the relevant officials in the Provincial Departments of Environment (PDoE) for Mondulkiri and Kratie Provinces, the Park Management Teams in KSWS (Mondulkiri and Kratie), District Governmental authorities in Keo Seima, Senmonorom, Orieng (Mundulkiri) and Snoul (Kratie), and any officials from other government departments with responsibility for LE activity in KSWS.
- Assist KSWS Park Management with patrol planning, in accordance with general direction from the Landscape TM /advice from the Regional Site Based LE Adviser.
- In concert with the Regional Site Based LE Adviser, assist with Training Needs Analysis for all LE staff (internal and external). Provide support to internal or external training providers.
- Monitor the LE component of KSWS’ budget with particular regard to expenditure on rangers and CPs.
- Assist with the procurement of kit and equipment in support of LE activities in KSWS.
- Provide written and oral briefs on LE activities in KSWS, as required.
QUALIFICATIONS AND EXPERIENCES:
Essential
- Cambodian National.
- Fluent in written and spoken English.
- Physically fit – able to walk all day in the forest, carrying 15kg or more
- Computer literate.
- Able to brief with conviction, verbally or on paper.
- Flexible and willing to learn.
- Committed to conservation.
Desirable
- Previous experience at commissioned officer rank (or equivalent) in either the police or military. Police preferred.
- Previous experience in practical Conservation Law Enforcement.
- Previous experience as a trainer.
