II. Background:
- As the leading and longest established membership organization in Cambodia, the Cooperation Committee for Cambodia (CCC) has played a unique role since 1990 in strengthening the cooperation, professionalism, accountability, governance, enabling environment, and development effectiveness of the Civil Society Organizations that are working across diverse sectors in Cambodia.
III. Position Summary:
- The Head of Operations is responsible for contributing to achieve program objectives, organisational goals and mission. S/he will be overseeing the Operations team and will be responsible for the delivery of a range of organizational development including operational services (finance, administration and procurement management, and human resources management) and ensuring the compliance of internal CCC policies, donors’ requirements and Cambodian legal frameworks.
- S/he will work with senior management team to respond emerging issues/trends, lead strategic planning for CCC operations, to set up management targets, and monitor operation's services. S/he is responsible for preparing accurate and timely financial and organizational development reports for the Executive Director, Executive Committee, the CCC membership and donors. S/he may also serve as the Officer-In-Charge delegated by the Executive Director.
IV. Key Function and Major Responsibilities:
- Ensuring strategic direction of operations; supervising and coordinating the timely implementation -completion project activities including provisioning of financial, administrative and logistical support for all CCC programming activities;
- Assuring effective and sound Financial Management, budgeting and reporting;
- Track the organization’s financial status and performance to identify area for potential improvement;
- Ensure transparency and accountability in the used of CCC financial resource;
- Ensure the spot check to be performed by finance team to the program workshop/event conducted by program components at least twice per year;
- Communicate well with all units within CCC, partners, ministries and other institutes;
- Make sure sound financial control applied within the organization;
- Ensuring overall Human Resources Management and staff development planning of CCC staff;
- Assuring efficient procurement and logistics services;
- Assuring timely and accurate information and communication management related to operations;
- Providing supervision and coaching to all Operations staff and monitoring their progress to ensure adherence to CCC policies. In this connection s/he co-ordinates, plans and monitors effective delivery of all operations functions within CCC;
- Ensuring timely provision of the required reports to management/donors/government and follows-up on actions, which may be required as a result of these reports;
- Providing mentoring and coaching to middle management, especially operations team so that they are able to deliver their roles and responsibilities well;
- Managing and promoting compliance of internal policies, donor requirements, and government legal frameworks.
- Facilitate the team to have clear annual performance plan and conduct annual performance appraisal;
- Participating actively in CCC corporate-level discussions/meetings;
- Working closely with Senior Management team to ensure effective and healthy organizational development within CCC.
- Taking role as Officer-in-Charge (OIC) when executive director is on mission/absent.

VI. Competency and Skills Requirements:
- Strong analytical and management skills applied to managing multiple projects or complex integrated program, human and financial resources, ability to manage complex problems proactively/effectively, including responses to inter personal differences; ability to work under close deadlines; knowledge of current development theory, Governance policies and practices.
- Ability to express oneself clearly and effectively both orally and in writing; proven evidence of convincing writing skills in English
- Ability to under cross cultural communication and multidisciplinary and multi-stakeholder engagement
- Ability to organize work and collaborate effectively with a wide range of stakeholders – including individuals of different national and cultural backgrounds, and including networking across professional, thematic and organizational boundaries.
VII. Qualification Requirements:
Education:
- Master’s degree in Financial Management or business administration, or related discipline
Experiences:
- At least 10 years of relevant professional experience relevant professional experience in development activities, with an emphasis on managing large scale operations in large and complex organizational structures. S/he will also have relevant practical experiences with national/international organizations.
Language Requirements
- Excellent communication skills, preferably in both English and Khmer; excellent English language writing skills.
