Position: Consultant to Conduct Case Studies (CPSA)__Deadline:24Mar

Established by the World Economic Forum in collaboration with the ASEAN Secretariat in 2015, Grow Asia is a non-profit platform that builds regional and country partnerships to broker market-driven solutions for sustainable food systems in Southeast Asia. We do this by convening global and regional stakeholders from public, private, and civil society organizations around macro-level issues (‘Flagships’) such as responsible investing, agri-food innovation, women’s economic empowerment, and climate change, and by facilitating the development of more inclusive and sustainable value chains by brokering partnerships, developing and sharing best practice, and creating an ecosystem that supports pre-competitive collaboration.

The Grow Asia network comprises our regional office in Singapore and five national chapters in Cambodia, Indonesia, Papua New Guinea, the Philippines, and Viet Nam. The network collectively engages 600+ partner organizations and supports 44 Working Groups that are reaching over two million rural businesses across Southeast Asia.

In 2020, Grow Asia was accredited as an Entity Associated with ASEAN. This accreditation recognizes the important role Grow Asia plays in the region, particularly in facilitating multi-stakeholder partnerships for more inclusive, resilient, and sustainable food systems in our region.

The Cambodia Partnership for Sustainable Agriculture (CPSA) is the Grow Asia Country Partnership in Cambodia, which was launched in May 2016 in partnership with the Ministry of Agriculture, Forestry and Fisheries (MAFF), and with support from the Ministry of Commerce (MoC). CPSA is an inclusive platform for networking and best practice exchange, the promotion of sectoral and market system transformation, and the development of agricultural value chains that are better equipped to support profitable, scalable smallholder enterprises. Since its inception, CPSA has grown to a network of 124 partners working across four Working Groups to address critical sectoral challenges in Cambodia.

CPSA/ Grow Asia will conduct two case studies to document the evolution of existing value chain initiatives. Case studies both personalize the impact of individual interventions and reveal the bigger story of the network’s impact. They document how the project may take unexpected turns, evolve over time, and have spillover effects that go well beyond the individual project in ways a numerical analysis cannot capture.

The case study will independently evaluate and validate some of the reported impact numbers, and examine the longer-term impact on behavior, policy, capacity and institutional change. It aims to provide readers, particularly the private sector, with knowledge and insights that will enable them to develop or replicate meaningful solutions to their own fields of experiences.

The consultant will be responsible for the case study process from the initiation of the field visits with the existing selected projects, which the CPSA team has identified through a robust set of criteria.

Specific tasks include, but are not limited to
  • Undertake field visit in the project location and conduct interviews with project beneficiaries
  • Review data on the project, including contexts and how the project/intervention was designed/developed
  • Identify early challenges and changes, including reasons and examples for adaptation
  • Document lessons learnt and emerging good practices
  • Collate results of the project (the number of farmers, productivity, profitability, and environmental improvements against baseline, etc.)
  • Estimate impact on the businesses and farmers and footnote the sources of evidence
  • Identify longer-term impacts of the intervention on farmer/business behavior
Expected outputs include, but are not limited to:
  • An Executive Summary of the key findings of the case study, no more than 1 page
  • Main report, no more than 8 pages, excluding annexes following the case study template provided
  • Script for a two-minute video highlighting best practices, learnings and the business case for gender inclusive, low-carbon emission interventions
  • Supporting documents from the research, including but not limited to, notes from interviews/focus group discussions/site visits/photos/videos survey data (excel files), and other secondary data from research
  • A PowerPoint presentation to be used in learning events related to the launch of the report
  • Presentation of findings during the dissemination workshop
The candidates will be evaluated based on the following criteria:
  • Bachelor’s degree in a related field, such as agriculture, social sciences, international development, economics, or a related discipline
  • Demonstrated experience in carrying out similar work of research and writing of case studies, reports or policy documents
  • Experience working around women’s economic empowerment, climate change resilience and adaptation, responsible agriculture investing and/or inclusive finance
  • Comprehensive understanding of socioeconomic, food system transformation and policy development in Cambodia and the region
  • Strong written and oral communications skills, with fluency in spoken and written English
  • Proficiency in Microsoft Office, including MS Word, Excel and PowerPoint
  • Ability to be flexible and work responsively
Interested candidates should submit proposals, including resumes and cover letters of team leader and any other team members as well as financial proposal at info@cpsa-growasia.org and careers@growasia.org by Friday 24th March 2023. We ask that you kindly include your name and the position you are applying for in the subject line (e.g., “Application: Consultant to Conduct Case Study, CPSA – Your Name”). Due to the volume of applications expected, only shortlisted candidates will be notified.

As a multi-stakeholder platform, we believe all voices matter, and we actively seek to bring them to the table. Aligned with this ethos, CPSA - Grow Asia is committed to equal employment opportunity regardless of race, religion, sex, national origin, sexual orientation, age, marital status, disability or gender identity.
