As the leading and longest established membership organization for local and international NGOs in Cambodia, Cooperation Committee for Cambodia (CCC) has played a unique role since 1990 in strengthening the cooperation, professionalism, accountability, governance, and development effectiveness of the Civil Society Organizations (CSOs) that are working across diverse sectors in Cambodia. While Cambodia makes positive steps forward, the role of both foreign and local NGOs remains significant for the reduction of poverty and overall development of Cambodia.
CCC delivers its mission and mandate through a single base program entitled “Governance Hub Program (GHP)” for 2021–2023, aiming to improve enabling environment for CSOs and sustain functionality of CSO Resource Hub at the national and sub-national levels to address development challenges in Cambodia. GHP focuses on 1) CSOs empowered with enhanced capacity, resiliency and representation, 2) Enabling environment and democratic space enhanced for CSOs, 3) Resource made supportive to CSOs at the national and sub-national levels, and 4) CCC become a sustainable CSO Resource Hub.
Position Summary:
The Civil Peace Service Specialist (CPSS), who works under direct supervision from the Civil Peace Service Adviser (CPSA), is responsible for facilitating and ensuring the implementation of the Civil Peace Service Project of CCC (CCC CPS). The role of the CPSS is to support the CCC CPS activities, support the CCC working group to develop a CPS strategy, raise awareness of CPS, report on CPS activities, represent CPS to other NGOs, and provide technical support to CPS organizations.
The CPSS will facilitate and strengthen CPS Working Group for development and application of the common strategy “Cambodian Civil Society Organizations’ Strategy on Conflict Prevention and Transformation”. The CPSS will ensure the quality of project implementation to reach the CCC CPS project’s goal.

The Civil Peace Service Specialist will be responsible for achieving to the following objectives of CCC’s Civil Peace Service Project:
1. Cambodian NGO associated with CCC apply the common strategy “Cambodian Civil Society Organizations’s Strategy on Conflict Prevention and Transformation”.
• A strategy in the sense of the framework for action is developed through a process that aims to make it a living document that can be easily and meaningsfull applied by the NGO’s involved.
• Organizations that habe developed the strategy together apply this framework in therenagement at the local level for conflict transromation progess.
And, CPS Specialist will contribute to the following objective of CCC:
1. Improved quality of CSO services especially for the strengthening of peace work and international exchange;
2. Improved enabling environment for CSOs;
3. Increased collaboration among CSOs on national and international level;
4. Increased capacity of CCC in performing its roles as CSO coordinator, networker and advocate.

- Planning a strategy development process to achieve the project goal.
- Building and maintaining good working relationships with the organizations concerned.
- Clarify and secure participation of organizations in the strategy development working group.
- Convene CPS working group meeting regulary to develop CPS strategy.
- Conduct consultations (workshops) for strategy development and implementation.
- Strengthen the CCC implementation of the strategy and their CCC specific elements (f. ex. international exchange of personnell)
- Conduct dissimination workshops.
- Support the application and implementation of the CPS strategy.
- Conduct regular monitoring of the strategy implementation.
- Diary of Change / Activity report of CPS project every semester.
- Annual narrative report of CPS project.
- Development of promotional materials such as video, case study, networking guide, leaflet, etc.
- Participate in trainings on peace work.

Qualification Requirements:
Education:
- At least BA degree preferably in peace studies, development or social science field. Background in peace building and conflict sensitivity, preferably connected with Civil Peace Service programme.
Experience:
- Minimum 5 years of experience working with Civil Society Organization (CSOs) in the field of peace work
- At least 3 years of experience in coordination and facilitation related role.
- Good communication and inter personal skills.
- Proven report writing skills.
- Gender sensitivity.
Language Requirements:
- Fluency in English and Khmer
