Cambodian Children’s Fund (CCF) is a 501(c)(3) U.S. registered charity with a mission to “transforming the most impoverished children into tomorrow's leaders”. Our approach is based on a fundamental belief that education will provide children with pathways out of poverty.
The Child Protection Unit (CPU) is a program of the CCF, and in the almost 10 years since its inception, the CPU has made great strides in improving the quality of response to serious crimes against children in Cambodia, but there is still much to do.
The CCF’s Romdoul Centre, located in Prek Kampeus village, Khan Dangkor, Kandal Province, along the national road #2, it is about 5 kilometers from Takhmao town, is planned to support all victims of sexual assault and will set the standard in care for victims of rape and abuse in Cambodia and as such the facility will also be a hub for training, utilizing the CPU’s global network of child crime specialists mainly from Australia and the UK.
CCF is currently looking for potential companies to provide building construction for ROMDOUL CENTER. The Invitation for Bid (IFB) consists of this cover page, step, and the following Annexes below;

Bidder’s Qualifications
The bidder shall fulfill the following requirements to be eligible for bid submission;
Valid registration as a registered company
Completed Main contractor Information (Information regarding any litigation, current or past experience in which the Bidder was/is involved, the parties concerned, and the disputed amounts and awards).

Expressions of interest via company email are required by the end of business (5 pm) Monday, 27th February 2023. The email is to be sent to procurement@cambodianchildrensfund.org.
Qualified eligible companies, as determined by CCF, will be sent the link to the relevant tender documents no later than the end of business (5 pm) Tuesday, 28th February 2023, by email. Ineligible companies, as determined by CCF, will not be advised, and no statement of reasons will be provided.
Step 2 - Bidding Process:
Bidders may visit and be deemed to have visited the project site at the location (11.452550848063145, 104.92747433168472). The deadline for bid submission is by 12:00 PM, Monday, 18th March 2023, with a sealed and secured envelope sent to the address below.

The sealed bids will be opened on the same day with the CCF procurement committee at 2:00 pm.
Evaluation will be undertaken on a pass/fail basis, and the bidder submitting the most competitive, substantially responsive bid with valued engineering proposals shall be the one recommended for the award of the contract or negotiation. CCF reserves the right to further negotiate with the pre-selected company to ensure the cost taken into account of the valued engineering.
