The Workers’ Information Center (WIC) is a women garment workers- based association, registered with the Ministry of Interior (MOI) since 2009. WIC aims to empower women workers to claim their rights and to improve the status of women in society. WIC participates an alliance called United Sisterhood Alliance (Us) with other sister organisations: The Messenger Band (MB), Women’s Network for Unity (WNU), and Social Action for Community and Development Organisation (SACD).

A key strategy of WIC is to operate Drop-in-centers, safe spaces where workers share their experiences and access information about their legal rights, the economics of the garment industry, gender, women’s health and broader social and political issues. WIC is seeking applications from highly motivated Cambodian nationals to take up a challenging and rewarding positions:

Finance Officer:

Direct Accountability:
The Finance Officer (FO) is a senior WIC staff and is accountable to the WIC Director. The Finance Officer will work in close collaboration with finance team of the United Sisterhood Alliance.

The successful candidate must be enthusiastic about working collaboratively with diverse team. General duties include:
  • Review, implement and maintain systems and internal controls in order to provide appropriate levels of security over the projects’ resources and operations and to ensure acceptable audit risk standards. This includes the implementation of policies and procedures stated in the Worker Information Center Finance Manual and donor’s requirements and the Laws of Cambodia.
  • Provide overall strategic financial management and direction and actively participate in resource development in cooperation with Director and Management Team of WIC and Us.
  • Oversee and facilitate process of budget planning and adjustments, perform monthly cash count.
  • Advise and consult to Director on issue related to funding and financial management
  • Maintain records of all project expenditure and ensure that the expenditure follows policy and procedures of the organization.
  • Ensure regular reconciliation of expenditures to cash at bank values.
  • Provide regular reports of WIC (Balance Sheet, I&E, Cash reconciliations, etc) to donors, and director and the Boards.
  • Provide budget analysis, advice and consultations to the Director and Staff of WIC
  • Review financial reports and provide commentary to all interested parties on key issue and strategic implications.
  • Lead in the preparation of annual office operating cost budgets and assist in the preparation of operational plans, including ensuring adequate resources for project implementation and administrative support
  • Supervise the maintenance of accounting systems and data and the presentation of financial data for both internal managerial purposes and external reporting requirements, including providing accurate and timely financial reports.
  • Liaise effectively with Management Team, funding partners and other NGOs in relationship with Worker Information Center.
  • Ensure team are supported, trained and developed regarding to financial implementation.
  • Provide functional support and guidance to the WIC team.
  • Prepare Auditing, report to ACAR and prepare for Tax on Income, annually on time.
  • Explore ways to optimize operating costs without compromising program quality.
  • Coordinate with the Admin/HR personnel on maintenance of compensation and benefits procedures within the limits of established standards, guidelines and policies of WIC and Cambodia Labor Law.
  • Participate in Management Team meeting as scheduled and otherwise as necessary.
  • Providing inputs into the development of WIC’s activities initiatives. Undertake research and training as required for you to fulfil your commitment and monitoring project.

  • Bookkeeping experience and preferably double-entry accounting knowledge
  • Bachelor’s degree in accounting, finance or related discipline
  • Advanced level English spoken and written
  • Ability to organize and plan effectively
  • Responsible systematic approach
  • IT literacy, advanced knowledge MS Excel, preferably experience accounting economic software (QuickBooks is more preferred)
  • Cultural sensitivity, experience development projects/international experience strongly welcomed
  • Great communication skills
  • Minimum of 3-5 year experience in similar responsibilities, preferably with local or international NGO

Salary: USD 700 – USD 800 (Net Salary)
