Funded by the United States Agency for International Development (USAID) in Cambodia, the Integrated Early Childhood Development Activity (IECD) operates in Kampong Thom and Preah Vihear Provinces to (1) advance the physical, cognitive, linguistic and social-emotional development of young children; (2) decrease stunting rates for children under the age of five among the target population; and (3) enable appropriate care for children with developmental delays and disabilities. Led by Research Triangle Institute (RTI) and its partners (Helen Keller International and Safe Haven), IECD supports the Royal Government of Cambodia (RGC) efforts to promote nurturing care and improve nutrition for all children, including the most vulnerable, starting from before birth. IECD period of performance is 2020-2025.  

 

IECD also works to strengthen nutrition service delivery in health facilities and in communities; supports nutrition-sensitive agriculture and improved livelihoods; improves water, sanitation, and hygiene (WASH) practices among caregivers; facilitates screening and access to services for children who may have developmental delays and disabilities; and promotes responsive caregiving to help children meet critical developmental milestones. The focus of IECD is on children under age five and their caregivers, with emphasis on the first 1,000 days of life. 

 

Under direct supervision of Provincial Coordinator, the Program Assistant will play active roles to support logistics arrangement to host all IECD training activities in assigned Rovieng District office in  Preah Vihear province, support to prepare and maintain all invoices, payment receipts and other supporting documents required by financial compliance, prepare and record all supplier or client information for procurement purpose or administrative support purposes and supervise field office cleaner to performance office security and IECD’s stationery and materials storage.

Responsibilities

Essential Duties:

 

Logistics arrangement to host all IECD training activities:

  • Prepare invitation letters for stakeholders and partners
  • Disseminate invitation letters and follow up for response
  • Ensure the handout are completed before the training/workshop
  • Count and pack workshop materials
  • Register the participants at the workshop or training venue
  • Distribution the material to the participants
  • Coordinate with suppliers for refreshment and/or lunch to be ready as schedule
  • Check and reconcile the attendance list to have the completed information.
  • Ensure all materials have been equipped in the training/workshop and properly collect back for safe control (i.e. LDC, face masks, alcohol bottles, etc).
  • Perform DSA cost calculation for individual participant and help to get signature from participant upon receiving DSA amount.
  • Performance as minute taker if necessary

Financial compliance support:

  • Collect and reconcile the invoices for all the expenses in Preah Vihear Province including district offices.
  • Scan and bind the invoices as required by finance.
  • Performance filing and recording all information required by finance as results after project implementation.

Administrative support:

  • Count stock of the materials and ensure proper storage and recording.
  • Receive and count materials deliver from Phnom Penh office.
  • Support Phnom Penh office to contact with local supplier for delivering services at the fields.
  • Maintain records of suppliers for future purposes.
  • Support Provincial Coordinator to perform data entry related child referral record tracking and typing of workshop information collected from the reflection flipchart papers or workshop notes flipchart papers.
  • Control mail in and out for field office base.
  • Work with landlord to oversee and supervise cleaners and guard in the district office.

Nurturing Care technical support:

  • Take part in the Nurturing Care Capacity Building activity provided by IECD technical team.
  • Support Provincial Coordinator and Field Officer to conduct field monitoring on Nurturing Care caregiver group sessions and home visit implementations as attached to his/her mission to collect payment receipts or supporting documents from VHSGs and CDLs.
  • Report any noticed concerns or challenges related Nurturing Care caregiver group sessions and home visit implementations.
  • Perform typing of Nurturing Care Training reflection notes collected from workshops or field implementation.

Qualifications

Minimum Required Education and Experience


  • Bachelor’s degree of related fields with 1 year of experiences.

  • Working experience with INGOs or local NGOs’ programs.

Skills and Abilities


  • Demonstrated success in providing hands-on capacity building and technical assistance to local stakeholders.

  • Attention to detail, ability to think critically and work in a fast-paced environment to meet deadlines.

  • Ability to build relationships with clients, peers, and stakeholders and to work collaboratively with officers from the Royal Government of Cambodia, the USG, NGOs, civil society organizations, and others.

  • Strong oral and written communication skills and ability to work independently and as part of a team.

  • Strong computer skills including proficiency with Microsoft Office applications.

  • Fluency in Khmer, proficiency in English.
