Funded by the United States Agency for International Development (USAID) in Cambodia, the Integrated Early Childhood Development Activity (IECD) operates in Kampong Thom and Preah Vihear Provinces to (1) advance the physical, cognitive, linguistic and social-emotional development of young children; (2) decrease stunting rates for children under the age of five among the target population; and (3) enable appropriate care for children with developmental delays and disabilities. Led by Research Triangle Institute (RTI) and its partners (Helen Keller International and Safe Haven), IECD supports the Royal Government of Cambodia (RGC) efforts to promote nurturing care and improve nutrition for all children, including the most vulnerable, starting from before birth. IECD period of performance is 2020-2025. 

IECD also works to strengthen nutrition service delivery in health facilities and in communities; supports nutrition-sensitive agriculture and improved livelihoods; improves water, sanitation, and hygiene (WASH) practices among caregivers; facilitates screening and access to services for children who may have developmental delays and disabilities; and promotes responsive caregiving to help children meet critical developmental milestones. The focus of IECD is on children under age five and their caregivers, with emphasis on the first 1,000 days of life.

Under the supervision of the Deputy Chief of Party, the Grants Officer will provide capacity building and administrative support to activity subgrantees to ensure grantees meet objectives and comply with RTI and USAID rules and regulations. He or she will facilitate the process for grantee selection, assist in reporting on grantee progress, and ensure proper close-out of grants. This position is based in Phnom Penh with travel to other areas of Cambodia.

Responsibilities
Essential Duties:

  • Develops and implements the grants management program with the input and oversight of the Chief of Party, Deputy Chief of Party, and the RTI ARO Grants and Procurement team.
  • Oversees grants management process partner organizations, including grant proposal tracking, review, and approval process
  • Issue Request for Applications (RFA’s) in consultation with the Technical Team and Chief of Party
  • Reviews financial proposals from NGOs/CBOs, including negotiating annual budgets
  • Coordinate and conduct pre-award assessments
  • Ensure that the grants package is complete and accurate and uploaded in GMS (Grants Management System)
  • Provide guidance to grantees on rules and regulations applicable to grants instruments as well as financial reporting
  • Coordinate execution of award documents (pre-award assessment, memorandum of negotiation, awards, modifications, etc.)
  • Maintain grant files including records on monitoring and evaluation and other quality control activities (financial, programmatic, proof of performance)
  • Review grantee performance and ensure compliance with award terms and conditions
  • Coordinate field activities and communication among grantees and USAID (e.g., legal, finance, status reporting, procurement)
  • Collaborate with the program, procurement, operations, and finance departments to deliver all grants and oversee them through liquidation and completion. Ensures timely financial disbursements, compliance with grants financial management policies, monitors all grant expenses, and provides regular updates on grant status
  • Coordinates with HO and ARO to provide in-country support and oversight to implementing partner subcontracts as delegated.
  • Provides training as required to build operational capacity of implementing partners & grantees
  • Coordinates Close-out for completed grants in timely manner
  • Provide input for quarterly and annual reports on status of grants program.
  • Support Finance Officer in processing payment during his workload.


Minimum Required Education and Experience

  • Masters degree and 1 years of experience or Bachelors Degree and 3 years of experience.
  • Experience working with internationally funded projects, specifically projects funded by the US Government and USAID, and managing grants related to health, agriculture, nutrition, and social services is preferred.

  • Demonstrated attention to detail, ability to follow procedures, meet deadlines, and think critically to solve problems.
  • Strong oral and written communication skills and ability to work independently and as part of a team.
  • A very good knowledge of the concepts, principles, techniques, and practices of the professional field of specialization indicated.
  • Knowledge of the municipalities finance, perspectives, objectives and priorities.
  • Ability to build relationships with clients, partners, and grantees at levels ranging from the RGC to civil society organizations.
  • Proficiency with Microsoft Office applications.
  • Fluency in Khmer and proficiency in English.  
  • Ability to communicate effectively, both orally and in writing, is required to obtain and transmit information to municipalities. Ability to plan, develop, manage, and evaluate projects of the scope and complexity describe above is required. ·
  • Availability to travel.
