WWF-Cambodia is looking for an individual or consultant firm for the End-line Project Evaluation
                                                
Location: Mondulkiri Province
 
2. Project evaluation objectives
The objective of the consultancy is to conduct the end-of-project evaluation that is focused on the analysis of the results achieved by the project between 2018 and 2022. The consultant must also develop a set of lessons learned and recommendations that will guide WWF’s Cambodia future strategies and programmatic priorities and implementation approach of future projects.
 
The Evaluation will capture the main challenges faced during the implementation of the program, as well as the adaptive management used to address these challenges.
 
3. Scope of work:
The scope of the end-of-project evaluation is to provide WWF and the project stakeholder with an independent assessment of the progress made toward the set targets located in the project framework. The evaluation will review the relevance and quality of the design, as well as coherence, efficiency, effectiveness of project planning and implementation, impacts, sustainability and adaptive management. Special focus should be paid to the involvement of women in and in community protected areas (CPA) conservation. The consultant will also assess the factors and issues that have delayed or forwarded the implementation of the project including actions taken and resolutions made should be highlighted.
 
4. Expertise requirements
WWF-Cambodia is looking for a team or a firm with substantial experiences performing the project end-line evaluation. The consultant should have a proven track record in conducting relevant programs or project end-line evaluations, understanding technical and political contexts on conservation, forest governance and community-based livelihoods development in Cambodia and in the Asian region. Specific requirements are listed below:
 
Required skills for the Team Leader:
-        At least Master's degree in Monitoring and Evaluation, Sustainable development, Development studies, Social Sciences, Environmental Science, Natural Resources Management or related fields
-        A minimum seven (7) years of work experience in the field of Monitoring and Evaluation of the development projects with a preferred focus on projects related to conservation and natural resource management Have a track record conducting similar projects/programs evaluation is desired.
-        Excellent and proven knowledge of evaluation designs and approaches in development settings
-        Proven ability to both assess past effectiveness and provide strong strategic thinking
      in the future direction.
-        Having relevant expertise, knowledge, and skills on conservation, forest governance, community based livelihoods development, and the crosscutting issues_ the gender and environmental outreach programs. 
-        Having knowledge on qualitative and quantitative data collection, analytical, and interpretation competencies;
-        Proven having a strong and structural writing skills in a timely manner;
-        Having good communication, facilitation, leadership skills is an advantages;
-        Knowledge of Public Private Partnership donors’ is an advantage.
 
Desirable skills for a team member:
-        5 years of relevant experience
-        Experience with conservation projects
-        Knowledge of human rights and gender-based approach to development and conservation
-        Proficient in Khmer and English.
-        Knowledge of Results-Based Management
-        Strong analytical skills to compile and consolidate a variety of inputs and produce concise and easy-to-understand documents

1)      Technical Proposal: Methodology, methods, tools (or approaches), timeline, management and data collection & analysis plans;
2)      Financial Proposal in USD; with a breakdown of the cost for each major activity.
3)      Organization profile with the CV of lead evaluator and team members / CV in case of individual consultant, along with the list of previous similar experiences (especially regarding cooperation between different team members involved) + at least 2 references per team member;
