Responsibilities:

ECODIT seeks qualified Chief of Party (COP) candidates for the anticipated USAID/ Cambodia Somros Baitang Activity. USAID Cambodia seeks to conserve biodiversity and reduce greenhouse gas emissions from land use change. The domestic and international illegal wildlife trade is widespread as Cambodia remains a source and transit point for wildlife and wildlife parts. Deforestation and land use change continue at an alarming rate especially in areas of remaining primary forest. The new Somros Baitang activity will reduce key threats to biodiversity, forests and sustainable natural resource management through improving livelihoods, reducing human wildlife conflict and the consumption of bushmeat, and considering generation of blue carbon credits.

The COP will oversee all strategic, technical, and operational aspects for the Activity, and will act as the main point of contact between USAID, ECODIT, and partner organizations. The COP will be critical to ensuring timely communication and collaboration on a range of complex tasks, and ensuring timely and accurate submission of high-quality deliverables that respond to USAID’s priorities and expectations. The COP will report to ECODIT’s Home Office Project Director in Arlington, VA and will be based in Phnom Penh, Cambodia. Specifically, the COP will:

  • Lead overall technical, financial, and administrative leadership of the Activity, ensuring that all tasks are implemented effectively and that all deliverables are submitted on time, within budget, and in compliance with applicable United States Government (USG) regulations and ECODIT policies;
  • Represent ECODIT in external fora, working groups, and engagements, as needed to facilitate program success;
  • Guarantee the highest level of client satisfaction and safeguard ECODIT’s reputation in the development space;
  • Integrate program management components across all activities including monitoring and evaluation; communications and outreach; and procurement;
  • Ensure compliance with all contract provisions over the life of the project;
  • Lead work planning and prepare/review and submit technical and progress reports to the COR;
  • Identify and execute strategies to build viable and sustained relationships with key stakeholders;
  • Liaise regularly with USAID to ensure responsiveness to client needs and engage in adaptive management for program success;
  • Work with the ECODIT Home Office to coordinate technical and editorial review of project deliverables prior to submission to USAID, and oversee the accurate and timely submission of procurement documents to the Home Office, ensuring compliance with internal ECODIT policies and procedures, as well as client regulations;
  • Manage partners and subcontractors to implement the Activity work plans;
  • Supervise a team of long-term personnel and short-term consultants and provide leadership in staff mentorship and professional development; and
  • Perform other tasks and duties as necessary for the success of the project.

Minimum Qualifications:

  • A Masters’ Degree in Environmental Science, Forestry, Natural Resource Management, International Development, International Affairs, or a related field;  
  • A minimum of 10 years of technical and management experience leading projects focused on environment, biodiversity, natural resource management, climate change, resiliency, alternative livelihood development, combating wildlife trafficking or a related field;
  • Demonstrated experience assembling, leading, and supervising diverse project teams for complex donor-financed projects;
  • Demonstrated ability to establish and maintain productive working relationships with a wide network of partners and stakeholders;
  • Highly developed interpersonal skills, and analytical and problem-solving skills;
  • Exceptional oral and written communication skills in English; 

Additional/Preferred Qualifications:

  • Experience working with or delivering services to the USAID
  • Professional Experience leading teams in Cambodia and/or SE Asia.
  • Knowledge and understanding of the USAID’s Climate Strategy, Private Sector Engagement Policy, and Local Capacity Development Policy.
  • Fluency in Khmer is a plus.
