Through its Asia Regional Office (ARO) in Bangkok and global programmes, IUCN, the International Union for the Conservation of Nature, seeks to strengthen its capacity on protected and conserved areas (PCAs) in Asia in general and in Cambodia in particular.
The objective of this position is to supervise the design and delivery of IUCN’s programme in Cambodia, which has a strong focus on PCAs, water, and wetlands. IUCN’s PCA work includes leading the implementation of the IUCN Green List, the first global standard for PA management performance. Regionally, IUCN’s PCA work is led and coordinated by the IUCN Asia PCA Coordinator based in ARO.
A major project in Cambodia is providing technical assistance to IUCN State member Ministry of Environment on the GEF Cambodia Sustainable Landscapes and Ecotourism Project (CSLEP), and specifically drafting legislation to improve management of conservation-friendly businesses inside PAs. Cambodia is also part of IUCN’s global SDC Building River Dialogue and Governance (BRIDGE) initiative, which supports transboundary dialogue on water-feed-energy tradeoffs in the Mekong. In 2023, IUCN will start implementing the GEF International Waters Cambodia Mekong Delta Aquifer (CMDA) Project, which includes both Cambodia and Viet Nam.
The successful candidate will ensure that IUCN’s Cambodia program maintains its reputation for technical excellence and policy impact and will support the roll out of the IUCN Green List in Cambodia and across Asia with a focus on the five Lower Mekong countries.
The remuneration and benefits package for this position is established with reference to the local labour market and in line with the IUCN conditions of service for Cambodia.

JOB DESCRIPTION
- Supervise IUCN Cambodia staff and budgets in line with IUCN’s policies and procedures.
- Represent IUCN externally to government and development partners.
- Provide technical assistance and quality control of project outputs.
- Lead critical thinking and policy analysis with a focus on CSLEP and BRIDGE.
- Under supervision of the IUCN Asia PCA Coordinator, support implementation of IUCN’s PCA Programme and the IUCN Green List in Asia; lead IUCN Green List implementation in Cambodia.
- Develop partnerships on PCA work with IUCN Members and Commissions, governments, development partners, and NGOs.
- Prepare funding proposals in consultation with national and regional staff.
REQUIREMENTS
- BA degree (or higher) in protected area management, environmental sciences, natural resource management, or a related field.
- At least 5 years of relevant work experience in Asia, and at least 6 month’s experience in a foreign country and/or pertinent experience within a truly multinational environment.
- Experience managing large projects, including technical and financial monitoring and evaluation, and reporting.
- In-depth understanding of protected area management and familiarity with the Convention on Biological Diversity; knowledge on marine and coastal resource management a bonus
- Familiarity with PA management tools and approaches such as IUCN Green List, SMART, METT, etc.
- Ability to work independently and meet deadlines under pressure.
- Excellent interpersonal skills, experience working in multi-cultural environments, and ability to lead and motivate colleagues.
- Fluency in English both spoken and written English.
- Willingness to travel within the region, sometimes at short notice.
