Oxfam in Cambodia, which is part of the CLV cluster, we started working in Cambodia in 1979. We are working in partnership with other NGOs, private sectors, the Royal Government of Cambodia, and other development agencies to help the Cambodian people help themselves overcome poverty and suffering. Oxfam in Cambodia has 3 country programs including Voice for Change Program (V4C), Natural Resource Governance Program (NRG) and Inclusive Green Economy and Finance Program (IGEF).
TEAM PURPOSE: Voice for Change Program component is working in alignment of Oxfam’s Country Strategy to change in power relation, increase citizens active engagement, and hold government accountable to the needs of poor and marginalized citizens or groups.
Oxfam has long experience of working on labour rights and social protection issues in Southeast Asia. In line with the Oxfam country strategic plans, the Oxfam partners are going to implement a DGD funded 5-year program on “Improved Social Protection and Labour Rights for Women Workers in ASEAN’s Agri-food Sector 2022-2026” in Cambodia, Laos, and Vietnam. The program focuses on organising the informal economy women workers, strengthen their capacities to demand decent working, labour rights, living conditions and to defend their rights to social protection through national and regional platforms.
JOB PURPOSE: The Program Finance Officer will work under the supervision of the Program Manager (PM) of V4C to manage and implement the DGD Social Protection Program for Marginalised Women Workers in Agri-Food Sector.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)
- Develop a financial management framework for the implementation of the grants and partnership agreements incorporating all local and regional partners,
- Proactive support and advice to the PM, other program staff and partners in relation to
- finance issues/activities,
- Analyze financial aspects including financial reports, variance on budgets, grant management, partnership agreements, control mechanisms and financial audits ensuring proper accountability and transparency,
- Monitor partners' financial management systems, as well as the implementation of project activities and outcomes in close collaboration with the PM of V4C and Program Coordinator (PC) of DGD program,
- Conduct monitoring visits to partners to check financial and audit reports and the status of their project activities,
- Carry out compliance checks with partners and their activities and provide written reports to the PM,
- Advise on, train and enforce compliance to mandatory procedures and ONL’s systems (ADOBE, PASTEL etc.),
- Review and advice on partnership agreements and partners’ financial reports,
- With support from the PM ensure consolidation of reports from partners and preparation of timely high-quality donor reports,
- Ensure that partner’s financial procedures are monitored and their internal financial systems are credible. Provide advice and capacity building as appropriate,
- Provide timely financial reports to the donor as well as PM,
- Prepare grant monitoring report by every quarter as per the instruction from FOM; and
- Support PC in implementing of prgram activities, and events.
ESSENTIAL
- A degree in Finance, Accounting and/or Business Administration, or equivalent combination of education, training and experience,
- A minimum of five years of experience using multiple project financial management systems, with a proven track record of management, preferably with international organisations,
- Good knowledge of accountancy software and excellent computer skills,
- Excellent inter-personal skills and a good team player able to work in multi-cultural environments,
- Flexible and able to work independently and under pressure,
- Able to travel frequently and for long periods of time,
- Fluent in English (reading and writing); and
- Commitment to Oxfam’s vision and mandate.

- Ability to demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities,
- Ability to demonstrate an openness and willingness to learn about the application of gender/gender mainstreaming, women’s rights, and diversity for all aspects of development work; and
