Cambodia Development Resource Institute (CDRI)-Cambodia's leading independent development policy research institute is seeking a qualified candidate for the position of Monitoring and Evaluation and Capacity Development Officer.
The officer will support CDRI in the development and implementation of a robust monitoring and evaluation (“M&E”) system and manage internal and external capacity development programs. In collaboration with each centre director, the officer will also help support quarterly progress reviews, track the progress of project and grant implementation, and facilitate regular lesson-learned exercises and capacity-building activities.

Major Responsibilities
Design and Manage M&E System:
- Lead the development and oversee the roll-out of CDRI’s M&E system and ensure CDRI’s accountability to donors;
- Build strong relationships with colleagues and provide support as required to ensure the M&E system is well understood and effectively implemented;
- Work closely with each research centre to ensure that M&E becomes an integral element of project implementation leading to higher quality outputs, accountability, management and impact;
- In collaboration with each centre director, monitor and evaluate the performance progress of each research centre and track the progress of projects and grant implementation over time;
- Incorporate learning and feedback from the management team to improve the M&E system and its use at the program, centre and organisational levels; and
- Perform other related duties as requested.
- Facilitate needs assessments of CDRI’s staff, especially researchers and new recruits, and develop tailored capacity development plans for them;
- Devise and manage capacity development training programmes to enhance staff knowledge and capacity to respond to their needs and CDRI’s strategic plan and missions; and
- In collaboration with each research centre, coordinate and develop curriculum for demand-driven and tailored capacity development program and materials for researchers, development partners and other practitioners.
Qualifications and Requirements
- At least a master’s degree in international development, economics, public administration, organisational development, interdisciplinary studies, or a related area;
- Minimum two years of professional experience in M&E, capacity development, facilitation, and training and technical assistance to a diverse range of stakeholders;
- Experience and familiarity with developing and utilising capacity and performance assessment tools;
- Experience in strategic planning and performance measurement including setting indicators, reporting, database management and developing M&E and performance monitoring plans;
- Technical expertise in monitoring, evaluation, and learning frameworks;
- Experience and familiarity with working with the research institution is strongly preferred;
- Strong proficiency in written and spoken English;
- Excellent collaboration, analytical, planning, management, and communication skills;
- Previous experience working in research and in grant management and proposal development is strongly preferred.
