LOCATION: Based in Phnom Penh with frequent travel to provinces, specifically Kep and Prey Veng

JOB PURPOSE:

DT is looking for a dynamic individual to pursue the responsibilities of the Head of Disability. Under the responsibility of the Operations Director (OD), the Head of Disability will develop, supervise and manage DT’s disability programs in Kep and Neak Loeung, and support DT’s fundraising and communications. DT’s disability projects are focused on children and young adults with physical and intellectual disabilities. The Disability Program for children with disabilities (CWD) in Prey Veng includes alternative care for CWD, outreach programs and family support, and a daycare center. The Disability Program in Kep includes a life and work-skills program through farm work and a residence for young adults with intellectual disabilities.

This position includes supervision of staff members, the oversight of activities, support in the preparation of budgets with the financial team, assistance in communication strategies in the field of disability, representation of the NGO within the disability network in Cambodia, and overall management of DT’s programs in the field of disability.

MAIN ROLES AND RESPONSIBILITIES:

1. Project Coordination and Management

  • Develops and contributes to DT’s overall strategy in the field of disability;
  • Coordinates and provides directions to branch directors and field staff in both project sites in Kep and Neak Loeung, and makes sure that all objectives are achieved in due time according to proposals and project deadlines;
  • Participates in Coordination Meetings in the branches of Kep and Neak Loeung and assists project directors and coordinators in the implementation of the projects;
  • Promotes effective communication between the branches of Kep and Neak Loeung and the head office in Phnom Penh;
  • Participates in decision-making alongside the OD and the branch directors regarding project changes, adaptations, implementation plans, and activities;
  • Ensures the projects of the Disability Program are well implemented and in line with DT’s values and principles related to disability and other relevant topics;
  • Oversees all Disability Project activities and ensures they are well-implemented and focused on the well-being of the beneficiaries, their best interests, and the improvement of their skills;
  • Oversees referral processes and ensures they follow DT’s guidelines and capacity;
  • Regularly re-evaluates the Disability Projects, assesses their feasibility, sustainability, and impact, and proposes/reports needed changes, upgrades, and improvements according to the needs of the beneficiaries and the consistent concept changes around the disability field;
  • Assists branch directors and coordinators on field staff management, staff assessment and evaluation, staff recruitment, and capacity building;
  • Identifies needs and ensures technical support and training is provided to the branches at all times through the personal provision of support or through liaison with other partners;
  • Plans and supervises the work of volunteers and other technical professionals on the field;
  • Spend 20% assisting the Head of Finance and Fundraising to provide information for reports and proposals as needed and requested;
  • Spend 10% assisting the Head of Communication;
  • Provides information and assists during strategic and annual budget planning meetings on a management level;
  • Assists the Measurement and Evaluation Team by providing information regarding the implementation of the projects and data.

2. Networking and Representation

  • Represents DT within Disability Networks, workshops, conferences, and other events in the disability field, as needed;
  • Provides training and participates in capacity-building meetings of DT’s partners as needed;
  • Works with partners for synergy building and resource pooling and other partnership activities;
  • Builds relationships with partners nationally and internationally and assists the Head of Funding and Partnership during local and international donor visits.

MINIMUM QUALIFICATION AND COMPETENCIES:

  • Local or international candidate with strong commitment and determination;
  • University degree in health, rehabilitation, disability studies, social work, or another related field;
  • At least three (3-4) years of professional work experience in the field of disability and project management (planning, implementation, organizing, leading, monitoring and evaluation);
  • Strong leadership qualities including being goal-oriented, possessing strong personal development skills and positive disciplines, and the ability to inspire others to achieve the intended goals and objectives of the project);
  • Good communication skills;
  • Fluency in spoken and written English;
  • Fluency in spoken and written Khmer is a plus;
  • Proactive and creative;
  • Willingness and ability to coordinate and lead others;
  • Team player and a role model focusing on 4Es (Effectiveness, Efficiency, Ethics and Environment);
  • Ability to work under pressure and meet deadlines;
  • Strong interest in Disability Rights and projects supporting children and young adults with disabilities;
  • Ability and willingness to travel often to project sites (at least two or three times a month to each project);
  • Flexibility and a good sense of humour.
