Life With Dignity, also known as LWD, or Angkar ‘L’ as named by rural communities, is a local NGO serving vulnerable communities in Cambodia through development work prioritizing human dignity. LWD is looking for an independent evaluator(s)/consultant(s) or a firm to perform for final evaluation of the Holistic Rural Development Program (HRDP) which is an ear-marked project funded by DanChurch Aid (DCA).
Expected Qualifications qualifications
One credible independent consultant team or firm (including an international and national expert) will be recruited. The minimum qualifications and experiences required are:
- At least a Master’s Degree in Social Sciences, Agriculture, Education, Public Health, Development Studies, Gender Studies, or Ph.D. preferable.
- The evaluation will be assessed on both primary and secondary data. The primary data will be designed with mixed quantitative and qualitative methods for accountability and lesson learned from the project interventions. The interview is to collect quantitative data that will be conducted through a structured and semi-structured questionnaire
- Minimum 5 years of hands-on experience conducting baseline surveys and evaluations for development project programs in Cambodia.
- To assess the expected outcome, relevance, effectiveness, efficiency, impact, and sustainability, and to describe the approach to how staff implements the project.
- To assess how appropriate the project was to the communities’ contexts and situations. The guiding questions include.
- To describe the changes (both negative and positive) made to the livelihood and living conditions of the target beneficiaries. The guiding questions included.
- To provide recommendations and feedback in order to make (the effects of) the project sustainable and continued at the community level (by community people).
- Strong interpersonal skills and ability to work with people from different backgrounds to deliver quality products within a short time frame.
- Be flexible, responsive to changes and demands, and open to feedback.
