Project Background

The GRAISEA 2 programme (1st Aug 2018 – 31st July 2023) is a joint initiative led by Oxfam GB, Oxfam Novib, Oxfam US and Oxfam Sweden. The programme operates at regional level and in four countries in Southeast Asia (Cambodia, Indonesia, Vietnam and Philippines) and Pakistan. Drawing on progress and lesson learns from the first phase, the GRAISEA 2 program aims to transform opportunities for marginalized women and men in the agriculture sector in Asia by acting as a catalyst for the emergence of inclusive value chains and responsible business practices that respect human rights and drive women’s economic empowerment and climate resilience.

The impact of the project is “Opportunities for marginalized women and men in the agricultural sector across Asia are transformed through inclusive value chains and business models that drive human rights, women’s economic empowerment and climate resilience”.

In order to inform a more effective design of its policy influencing strategy for Climate Change under a Gender lens, Oxfam in Cambodia is seeking a consultant/consultancy team to conduct a Climate Change and Gender Gap Assessment in the Rice Sector.

Consultancy Objective

The overall objective of this policy assessment is to identify what are relevant policies that address the climate change issue in agriculture sector and esp. how it helps to support smallholder farmers, women farmers and MSME/SMEs in rice sector to mitigate and adapt to climate risks.

At the same time the objective is also to assess the gaps in policy that negatively impact women farmers in the agricultural/rice value chain in terms of mitigation and adaptation.

Relevant policies and regulatory documents may include but are not limited to: Cambodia Climate Change Strategic Plan 2014-2023, Cambodia National Adaptation Plan (NAP), Agricultural Sector Master Plan 2030, Agricultural Sector Development Plant 2019-2023 among others. Cambodia Nationally Determined Contribution (NDC). Cambodia Green Growth Plan. Cambodia Climate Change Strategic Plan (CCCSP).

The expected use of this assessment is to inform the development of policy change recommendations and provide inputs to the design of GRAISEA Phase 3.

Purposes of Assessment: The study aims to:

 

  1. Map out and provide updated information about the relevant climate change policies and agricultural policies, that support climate resilience and greenhouse gas emissions reduction of smallholder farmers and MSME/SMEs, especially for women smallholder farmers.
  2. Identify government stakeholders, institutions and other private sector actors that play key roles in the implementation of those policies.
  3. Provide a comprehensive policy review and identify policy and implementation gaps, that hinder climate change resilience and gender equality in the rice sector.
  4. Provide strategic influencing recommendations for GRAISEA 2 project team and partners to develop policy change recommendations to address identified gaps and bottlenecks in government policymaking and frameworks.
  5. Provide strategic influencing recommendations for GRAISEA 2 project team and partners to develop policy change recommendations to address technology-based solutions in govt policy making. This can be done through an ICT for Development approach.
  6. Provide inputs and recommendations for the design of GRAISEA Phase 3.

 

Assessment research questions and suggested methodology

 

The policy assessment is expected to provide elements of response to the following questions:

  1. What are the policies, legal and regulatory framework that affect climate change and greenhouse gas emission reductions of smallholder farmers and SMEs, especially women farmers and women-led businesses? Are current agricultural policies, especially pertaining to the rice sector, gender responsive or gender-transformative?
  2. What are the government plans from those government strategic frameworks and policies that support smallholder farmers esp. women farmers to mitigate and adapt to climate change?
  3. Are policies having a positive or negative impact on women and/or on their interactions in the rice value chains, wherever they are positioned (smallholder farmers, suppliers)? Which policies are hindering gender equality and the inclusion of women in decision making position in the rice value chains? Which ones are helping?
  4. What are the entry points for policy influencing on gender equality in climate change resilience in the rice sector?
  5. What are the existing governance structures and entities that affect policymaking and policy implementation in climate change under a gender lens?
  6. Who are the key actors, organizations, entities, or other stakeholders that are influential in revising policies and improving implementation?
  7. What are the most effective influencing strategies for civil society and GRAISEA 2 project and partners?
  8. What are the policy gaps in relation to Technology based solutions for Climate Change mitigation and adaptation that impact women in supply chains.
  9. Could you recommend some of the platforms and how we can participate and influence in each platform?

 

The suggested methodology includes:

 

  1. Desk review of relevant climate change and agricultural policies that have an impact on the rice sector
  2. Analysis and assessment against Oxfam’s Conceptual Framework on Women Economic Empowerment (accessible here: https://oxfamilibrary.openrepository.com/handle/10546/620269)
  3. Synthesis of literature findings and assessment
  4. Key Informant Interviews as necessary

 

Scope of work: Oxfam in Cambodia is seeking to recruit a consultant or consultancy team to conduct the policy gap assessment. The consultant or consultancy team will be required to conduct the key activities described below and report directly to the GRAISEA 2 Country Lead in Cambodia:

  • Conduct comprehensive desk review of relevant policies, laws, regulations in the rice sector that affect smallholder farmers climate resilience and greenhouse gas emissions reduction.
  • Conduct analysis and assessment of policy gaps against WEE principles and best practices.
  • Identify key policy asks
  • Develop policy influencing strategy recommendations for GRAISEA 2 project team and partners
  • Draft, edit and finalize assessment report.

Suggested Timeframe: The following is a suggested timeframe which can be adjusted in the technical proposal. However, the submission of the final report by 31st March 2023 is non-negotiable.

Key deliverable and indicative working days:

This assignment is estimated to require a total of 40 working days.

  • Inception report with data collection tools/strategy (20 working days)
  • Draft assessment report (8 working days)
  • Validation workshop (2 working days, including preparation)
  • Final assessment report with package of annexes, including raw data sets. (10 working days)

 

Technical and Financial Proposal and Payment Schedule

 

The consultant or consultancy team is required to prepare a detailed technical proposal with a clear timeframe and milestones for deliverable and a detailed financial proposal for the whole consultancy covering consultancy fees, data collection & entry/analysis fees, local transportation, validation workshop venue, and any other related/needed logistics and applicable taxes and other associated expenses.

 

The financial proposal should clearly indicate description of items, unit, unit price and quantity for each key phases of the evaluation (Inception phase, Literature review, Key informant Interviews, Validation, and final report phase).

 

Financial proposals will be evaluated based on their cost-effectiveness, competitiveness, and clarity of execution. Lumpsum or aggregate financial proposal will NOT be accepted.

 

Job Requirements (Key Qualifications, Skills and Capabilities)

  1. Demonstrable experience of producing high-quality, credible policy assessments (samples of work should be included in the Technical Proposal);
  2. Demonstrable experience of working with/evaluating national policy influencing work;
  3. Proven experience working or undertaking policy research and/or assessment in Cambodia, especially in agricultural and rice sector;
  4. Demonstrable ability to connect, engage and receive valuable inputs from relevant government stakeholders;
  5. Fluency in English and Khmer.
  6. Excellent writing and verbal communication skills in English and ability to write concise, readable and analytical reports.
